The public company announced a 5 million dinar procurement to embellish its brand design solution
The public company Roads of Serbia had planned to announce a public call for the logo redesign service at the end of the year and pay 5 million dinars or 42,000 euros for it.
The hiring explanation indicates that it is a software package for designing samples.
The intention to announce the hiring in the fourth quarter, i.e. at the end of this month, was announced by Roads of Serbia on October 30 in the harmonized public procurement plan, but it cannot be seen on their website if it is already has done or is still at the intention level.
Yesterday our newspaper randomly invited eight design houses that deal with logo making, including several big names in that industry.
Based on the information we received from them, and from the name and description they knew exactly what it was about, such a job, as they say, would generally cost from a few hundred euros to a maximum of a few thousand.
– Depending on whether it is an individual logo or a graphic standards book, the price can go up to 2,000 euros, if the requirements are complex – we were told in a design study and those prices were confirmed by most of our interlocutors .
Yesterday, the Internet Workers Association publicly offered Putevi Srbije to create more professional design solutions and pay the planned money for the treatment of sick children.
Therefore, they requested information on whether this procedure was carried out and the hiring was completed or if it is still in force in the plans.
We also asked Roads of Serbia if there is a possibility that this public company will accept the URI proposal, but we did not receive a response.
– When it comes to public companies, nothing should surprise a person, because these entities are very mischievous and prone to different actions that conflict with our elemental understanding of life. It must be an abuse, the facts speak for themselves, it would be another in a series of abuses that take place in public companies. The media is, by the way, thickly populated with such examples. I recently read that Serbian brokers in many different places give money to different people who do not provide equivalent counter services and that there is a motivation to build the roads that the brokers take care of as long as possible so that those flows into other people’s pockets. can last as long as possible. Today, Ljubomir Madžar, Professor Emeritus at Alpha University, adds that these examples are worth noting in the media.
According to Nemanja Nenadić from Transparency Serbia, it is highly likely that the assessment of the value of this acquisition was made improperly, that the market was not properly scrutinized, but that it was determined at an amount higher than it should.
– Such an estimated price does not mean that the company must pay so much. The situation you’re writing in from that planned acquisition will, I hope, influence designers to come forward, raise the competition, and therefore reach a realistic price point. This evaluation is problematic if there is no real competition or if the ad is “rigged” or if some discriminatory conditions are set for participation. But, when everything indicates that the market assessment was not adequate, it would be interesting to see if there were some acquisitions that paid for so much, if they could look up to other public companies in Serbia and build value according to them, says Nenadic, adding that It may be a good thing that such a high estimate was made, because if it were below a million dinars, government procurement would not have been announced.
Both the Ministry and the Highway without comment
Yesterday, on the roads of Serbia, we did not receive an answer to the question whether that acquisition was announced, if not yet, if it will be announced before the end of the year. We also asked if the purchase price is realistic, considering that the companies working on the design claim that it is too high, and how appropriate is this type of purchase in a situation where the consequences of the pandemic on the economy and the public finances are already deeply felt. We sent the same questions to the corresponding Ministry of Construction, Transport and Infrastructure, but no response was received from them either.
