The new Government of Serbia will be formed on Wednesday, October 28, after the National Assembly adopts the Draft Law on Ministries. Ana Brnabić’s cabinet will be made up of 21 departments, and there will be ministers without portfolios, it was decided yesterday in the session of the SNS Presidency. Although the list of ministers was announced at the time, there are still some unknowns.
In other words, the SPS did not officially announce who, in front of that party, will lead the education department that belonged to it, nor who will be the minister without portfolio. However, Branko Ruzic and Novica Toncev are expected to fill those spots. In addition, the issue of a minister without a portfolio from the ranks of the SNS must be resolved today.
Ana Brnabić’s second cabinet is specific for several reasons.
1. GOVERNMENT OF CONCENTRATION
The government is concentrated, because it will include all Serbian parliamentary parties, with the exception of two minorities, and will have the support of almost 250 deputies. Even before its formation, it was limited to only a year and a half, and the emphasis at work was put, above all, on the fight against the corona virus and the consequences that the “corona crisis” will leave. Likewise, this government is scheduled for 2022, when joint elections are expected at all levels, which has influenced it to be specific in many aspects. For example, after two decades, Rasim Ljajic will not be in it, and Aleksandar Antic of the SPS will not have a ministerial position after two terms in the government.
2. PRIME MINISTER AND 10 MINISTERS
Another specificity is that, for the first time, up to 11 members of the fairer sex will be in ministerial positions. The President of Serbia and the SNS, Aleksandar Vučić, and the Prime Minister-designate, Ana Brnabić, announced yesterday who the new ministers are, and among them are several completely new names, but also a large number of rotations of ministers who were members of the Government in the previous term.
The SNS, Socialists and SPAS coalition partners will each have one ministry, with the SPS delegating a minister without portfolio, who will be appointed later, and as “Blic” finds out, it is most likely the SPS vice-president, Novica. Toncev.
The public mentions that in the session of the National Assembly, the deputies of the ruling majority could vote the proposal to include another ministry without portfolio in the Government, which would be led by the coalition partner of the SNS list, Nenad Popović. He was also a minister without portfolio in the previous term, in charge of Innovation and Technological Development.
Dacic’s foreigner got the Ministry of Education, which will definitely be headed by Branko Ruzic, while Shapic’s SPAS, headed by one of the three new ministries, will be represented by Ratko Dmitrovic for family care and demographics.
3. PROGRESSIVES CHANGED 5 MINISTERS
Of the 11 ministers who are no longer in the Government, five belong to the ranks of the SNS or were elected to the ministerial position at the proposal of the SNS. These are Goran Knezevic (economics), Nela Kuburovic (justice), Zoran Djordjevic (work), Mladen Sarcevic (education) and Vladan Vukosavljevic (culture).
On the other hand, progressives left up to seven former ministers in the government – five retained their portfolio – Sinisa Mali, Branislav Nedimovic, Jadranka Joksimovic, Vanja Udovicic and Zlatibor Loncar, while Zorana Mihajlovic took over the energy and Nebojsa Stefanovic replaced the department with Aleksandar. Vulin. Proven party cadres Nikola Selaković (already Minister of Justice), Maja Gojković, Irena Vujović and Marija Obradović got their portfolios, so that of the 21 ministers, 11 will be directly from the ranks of the SNS.
4. REDUCED SPACE FOR SOCIALISTS
The Socialists, on the other hand, were left without up to three ministerial positions, because instead of the previous five, they will only have two: Branko Ruzic as Minister of Education and probably Novica Tonceva as Minister without portfolio. It is mentioned that the SPS could hold the position of director of a public company – EPS or “Roads of Serbia”.
In the government that is counting the last days, the SPS had four strong departments (Foreign Relations, Energy, State Administration and Local Self-Government and Environmental Protection) from which it drew influence, as well as the position of minister without portfolio.
The Socialists were virtually left without four ministers: Ivica Dacic (now Speaker of the Assembly), Slavica Djukic Dejanovic, Aleksandar Antic (probably taking over a public company) and Goran Trivan.
5.FIVE VICE-PRESIDENTS
As things stand now, four ministers from the ranks of the SNS: Branislav Nedimovic, Zorana Mihajlovic, Maja Gojkovic and Nebojsa Stefanovic, and one from the SPS, Branko Ruzic, should take the place of the Serbian Deputy Prime Minister.
The final decision on this will be taken soon, before the Prime Minister presents the presentations, and the new members of the government will be sworn in at the Serbian Assembly on Wednesday.
6. ROKADA VULIN-STEFANOVIĆ
After the SNS Presidency session, Serbian President Aleksandar Vučić spoke about the replacement of the posts of Police and Defense Ministers in the new Serbian Government: Aleksandar Vulin and Nebojša Stefanović. This rotation has attracted a lot of attention, especially due to the announced fight against the mafia, which will be one of the six key points of the Government.
He considers that the Ministry of Defense is not a “consolation prize”, and that it was not only there that there was a castling among the new ministers of various ministries.
– Those stories are funny to me. I went from the Ministry of Defense to the post of Prime Minister, Vučić noted, adding that, together with the Prime Minister, I looked at who was working and how.
Vučić stated that the fight against the mafia will be carried out in a coordinated manner:
– I am sure that more ministries should deal a blow to the mafia. We had incomparably better results from the Ministry of the Interior than the previous government. I am satisfied with the way in which Minister Stefanović equipped the police. And if someone thinks that the Ministry of Defense is a punishment, I don’t know what to say … – declared Vučić.
7. MINISTER OF DS
Former senior Democratic Party official Gordana Čomić was assigned a new Ministry for Human and Minority Rights and Social Dialogue, giving the new Serbian Government a former senior Democratic Party official as a member . This provoked mixed reactions from the public and many criticized her for participating in the new government.
– As for Gordana Comic, we never agreed on anything. She and her family were the most prominent in the fight against me. That didn’t stop me from sitting down with the Prime Minister to talk about Gordana Comic and her experience, and then with her, SNS frontman Aleksandar Vucic said.
8. SURPRISE FROM THE PRIVATE SECTOR
One of the biggest surprises of the new government is the name of Tomislav Momirovic, president of Mona Hotel Management. Starting Wednesday, he will be the head of the construction, traffic and infrastructure department, which was won by Zorana Mihajlović in the previous term.
– Toma Momirović is ready to accept the blows of the political and economic ignorant. We gave him to take care of work, business, to negotiate the next road construction jobs, he is the only one who said and had the courage to say that he, as an employer, is not for the state to raise the minimum as wants – said Serbian President Aleksandar Vučić during the presentation of the new ministers.
9. GASIC REMAINS IN THE HEAD OF BIA
Although it was publicly mentioned that he could take over one of the ministries, Vučić noted that it is certain that Bratislav Gašić will continue to lead the Security Information Agency. He stressed that this was not even discussed, because that position was not debatable at any time.
10. BAJATOVIĆ FOLLOWS SERBIAGAS
The President of the Serbian Assembly and the SPS, Ivica Dačić, said today that Dušan Bajatović continues to lead “Srbijagas” and that the Socialists will also get another important public company. Bajatović has held this position since 2008.
A few days before Dacic removed any dilemma over the future role of the SPS vice president, Bajatovic was “guaranteed” to remain in office during the parliamentary speech of his coalition partner, Dragan Markovic Palma.
– Here Dule is worried about if he will continue being the director. Don’t worry, Dule, you will be the director – said Markovic, stating that “Serbia has had gasoline since Dule became director.”
