The Government of Serbia has adopted the Action Plan for the implementation of the employment strategy from 2021 to 2023, according to which it is planned to allocate just over 7 billion dinars for various projects and activities this year in order to increase the employment of the working population.

According to the “Blic”, these projects will be carried out through the programs of the Ministry of Labor, Sports and Youth, Economy, Education, but also local governments and the National Employment Service, whose budgets define funds for them. .

The aim is to ensure employment growth through intersectoral measures and increase knowledge to improve job supply and demand, improve the position of the unemployed in the labor market, and at the same time create an institutional framework for policy. of employment. A special focus in these programs is related to improving the position of women, youth, people with disabilities, recipients of financial social assistance, as well as Roma because, according to estimates, they have an unfavorable position in the market labor. In addition, money was provided for special recycling projects for the unemployed, for poor IT professionals.

All these activities were defined by the Working Group, which was formed on June 20, 2020 by the Ministry of Labor, which also developed the Employment Strategy for the period 2021 to 2026. The action plan is a concretion of measures for which, within various ministries and institutions, money is foreseen for their implementation. According to this document, this year the Ministry of Labor will contribute 550 million dinars for the project to promote the employment of people with disabilities, and 150 million dinars will be paid from its treasury for computer recycling. At the same time, in the NES financial plan for 2021, 5.2 billion dinars have been allocated to active employment policy measures, while local governments will contribute another 900 million for the same program.

The Sports Ministry will also contribute 100 million dinars of its funds for projects related to youth employment, while the Ministry of Education planned 14.8 million to improve the quality of education and another 10 million to promote dual education. On the other hand, the Ministry of Economy provided another 200 million dinars to support the development of entrepreneurship.

Our source from Nemanjina 11 states that the goal of such defined measures is to significantly reduce the unemployed, but also to improve the quality of employment.

– The Government approached this work with extreme seriousness, for which reason a working group was formed in which there are representatives of various ministries and institutions, but also unions, businessmen and some international organizations such as GIZ. All the identified activities, as well as the financial resources required for their implementation, are now combined and it is known exactly what and how much it costs. It is especially important that special funds have been earmarked for the unemployed categories of the most threatened groups, such as gypsies, women, the disabled – explains our interlocutor.

He adds that these incentives are also planned for the next two years.

– For some activities in 2022 and 2023, more money is planned, and the Working Group will determine through analysis how the planned measures are implemented. I should mention that an additional 53 million dinars of IPA funds are planned for NES programs. In other words, with such an organization, the state wants to further reduce unemployment through various projects in the next period, which at the end of 2020 was hovering around 10 percent. At the end of 2023, another Action Plan will be carried out, which will contemplate activities and money until 2026 – says our source.

The Government of Serbia has confirmed to us that the Action Plan for the implementation of employment until 2023 has been adopted.

– In addition to the 7.2 billion dinars that are planned for this year, additional funds are being negotiated for the implementation of the planned measures from international financing sources, through donations, IPA projects and other opportunities – they say in the Government.
