The European Union’s special representative for the Belgrade-Pristina dialogue and other regional issues in the Western Balkans, Miroslav Lajcak, is visiting Kosovo.
The EU Special Representative for the Belgrade-Pristina Dialogue, Miroslav Lajcak, began his visit to Kosovo, meeting with the Prime Minister of Kosovo, Avdulah Hoti.
Lajcak’s visit to Pristina is interpreted as an attempt to unblock the dialogue, which was stopped due to the Union of Serbian Municipalities.
Serbia wants to reopen this issue, while Kosovo believes that this issue was resolved by the 2013 agreement, that is, the 2015 Constitutional Court decision, according to which the formation of the Union is not debatable, but its powers are.
Lajcak did not speak after the meeting with Hoti, but that is why Prime Minister Hoti held a press conference.
“The community is an issue closed by the agreement in 2013, which was ratified by the Kosovo Assembly, then the agreement of principles in 2015 and the opinion of the Constitutional Court. We have all the guarantees and support of our partners that this community does not will have executive powers. In the negotiation process, the first thing we got off the negotiating table was the idea of exchanging territories and no one talks about it today. And the second is that the unitary character of the state of Kosovo will not be negotiated. which means there will be no communities with executive powers, “he said. is the Prime Minister of Kosovo, Avdulah Hoti.
Hoti said that the Kosovo government is not under pressure and does not accept any threats, and that the role of the prime minister he plays is in accordance with the Constitution.
“It is not the government that accepts threats at any time. We have coalition agreements with all partners, including the Serbian List, and we work together to achieve them (coalition agreements),”
He stated that in the dialogue between Belgrade and Pristina the final agreement is being discussed, which implies mutual recognition.
“The principle agreed with our partners and mediators in the dialogue is being applied, we do not agree on anything until we agree on everything. Nothing is applied until the final agreement of mutual recognition ratified in the Assembly. Then the implementation will begin, “he said. he said.
He added that Lajcak’s visit was the right moment to evaluate the dialogue, as well as the plans for future meetings that both parties will have within this process.
“This is not an easy process, there are difficult issues like the JCC and others. But we will approach everyone based on clear principles that we announced before the Assembly. Kosovo is not a party that blocks the dialogue process. Observers in Pristina believe that the Serbian side does not want the establishment of the Community on the basis of the Kosovo Constitution, that is, on the basis of the 2015 Constitutional Court ruling. During that time, Belgrade considered this issue central and decisive for the continuation of the dialogue in Brussels, and hopes that the statute of this association will be prepared during the negotiations.
Tomorrow, the EU Special Representative will meet with the President of Kosovo, Hashim Thaci, other political representatives and civil society.
According to the EU office in Pristina, the agenda for Lajcak’s visit includes talks on the progress made so far in the dialogue and the next steps in the negotiations, leading to a global agreement.
