He says that during the meeting with Lajcak he said that the Constitutional Court’s decision on the JCC must be respected.

“As one of the three institutions that met with Mr. Lajcak, I can confirm that what he said in Serbia is not at all true. So, first of all, as Speaker of the Assembly, at no point in the meeting did I say that I agreed that the Association be established in accordance with the 2015 agreement, but I said exactly the opposite that the decision of the Constitutional Court on the JCC must be respected, ” he said. It is the Ottomans for the Pristina media.

He stressed that during the meeting he stated that the Kosovo Constitution must be respected and that a third level of government cannot be established, much less a body with executive powers.

He stated that he considers Lajcak’s statements disturbing and that they have nothing to do with reality.

Kosovo’s Minister for Foreign Affairs and Diaspora, Meljiza Haradinaj Stubla, also reacted to Lajcak’s statement today, stating that such initiatives are essentially aimed at the exchange of territory.

“Threats and discussions that have nothing to do with reality, fighting for constitutional changes to accommodate the Republic of Dodik within Kosovo, are actually fighting for the idea of exchanging territories and ethnic borders,” he wrote on Twitter, and He added that the good news is that such aspirations will fail.

The vice president of the Alliance for the Future of Kosovo, Muharem Nitaj, stated that the Kosovo side should seek the exclusion of Lajcak from the dialogue.

Self-determination MP Fitore Pacolli, who attended Lajcak’s meeting with Albin Kurti, also said that ZSO was not discussed at that meeting.

Kosovo Democratic Party MP Gazmend Bytyci assessed Lajcak’s statement as scandalous and stressed that the Kosovo Constitution should not be modified in any way due to the formation of the JCC.

The former head of the Kosovo negotiating team for dialogue with Serbia, Edita Tahiri, also wrote that the one who should change the Constitution is Serbia, which should eliminate from its Constitution that Kosovo is part of it.

Suroi: Don’t blame Lajcak, he’s just stating the facts

The writer and publicist Veton Surroi believes that it is not good for Kosovo that the collective concern about the negotiations with Serbia is transformed into negative energy towards the European mediator for dialogue, Miroslav Lajcak.

According to him, Lajcak is determining the de facto situation inherited from the agreements signed in Brussels between the prime ministers of Kosovo and the prime minister and president of Serbia, Aleksandar Vučić.

Surroi listed four points on Facebook, which he claims show the situation indeed.

According to him, under one, the Prime Minister of Kosovo (Hashim Thaci) signed an agreement on the establishment of the Union of Serbian Municipalities in April 2013. The signed document contemplates the third level of government.

2. The Prime Minister of Kosovo and his negotiating team also signed a plan for the implementation of the agreement. The first element of implementation is to “adjust the legal framework to implement the commitments. That means that Kosovo has accepted that it needs to change its legal framework to include the Union of Serbian Municipalities in it, “he believes.

The third fact, according to him, is that the Kosovo Assembly ratified this agreement with the votes of two thirds of its deputies; thus ratifying Thaci’s commitment to establish the Union of Serbian Municipalities as the third level of government, between central and local.

“The Prime Minister of Kosovo (Isa Mustafa), on the basis of the obligations accepted by the previous Prime Minister and the Assembly of Kosovo, signed an agreement in 2015, which is a continuation of the 2013 agreement, which outlines the construction principles of the territorial autonomy of the Serbs in Kosovo, “wrote Surroi.

According to him, according to Surroi, “Lajcak did not say that the Constitution would be changed.”

“The signatories of the 2013 Agreement and the Kosovo Assembly did so, with two thirds of their votes. This is already an obvious (and proximate) problem for Kosovo and cannot be solved by throwing trees and stones at Lajcak or former mediators. This cannot be solved even by throwing trees into Kosovo. The situation can and must be overcome, but that requires prudence, diplomacy and unity, “he added.
