The new property tax law, which is being drawn up and is in the drafting phase, will not introduce a new tax on citizens, due to the obligation to pay taxes for auxiliary facilities, sheds, boiler rooms, pigs, chicken coops, sheds, haystacks, as well as wells, swimming pools. , canopies and other facilities have been around since before, announced the Ministry of Finance.
In accordance with the previous law, these facilities were taxed with the same criteria as the main facility. The new version only specifies the types of these facilities, since in the previous law they are listed only as auxiliary facilities.
In the proposed version, auxiliary facilities are classified in the eighth category together with garages for which the tax is lower, since the prices of the garages are lower than the prices of the apartments or houses, which is the basis for determining the tax base.
Ultimately, this should reduce the tax burden on citizens.
However, there is the problem of how the tax authorities, which are administrations of local public income, because the property tax is local income, differentiate the facility that until now has been taxed as the main one, but in reality it is accessory.
Therefore, in this bill, citizens are required to report their property before January 31 of next year, in order to classify the facilities in the corresponding category.
This can also be a way of forcing many who have not reported on such facilities to do so.
Taxpayers declare property tax themselves and local authorities can monitor random inspections to see if all facilities have been reported.
There is also an option for municipal authorities to use satellite images to determine if there are undeclared properties that must be taxed.
According to the announcement of the Ministry of Finance, the new law provides that citizens will receive tax exemptions for facilities for agricultural production, if they are not taxpayers of income tax on income from agriculture and forestry and if these facilities are not they are rented to someone else in exchange for compensation.
The application of this law must begin with the issuance of tax decisions in 2021.
The amount of the property tax is determined by the local autonomous government and is determined on the basis of the purchase prices made in a certain area.
This tax is paid for three months, that is, within 45 days from the beginning of the quarter, so the terms are February 15, May, August and November.
