Or someone misused Filipović’s phone number and sent such a message to the school principals without their knowledge, these are questions for which we did not receive a response from the Ministry of Education.
After Danas published on Tuesday the content of the aforementioned message, which was sent to us by the director of a school in Belgrade, the Ministry of Education issued a statement yesterday in which it states that incorrect information appeared in the public that citizens send petitions to the Ministry with unauthorized recordings of students as evidence of negligence. students, teachers and parents who do not adhere to the measures prescribed in schools.
“No reports with such content and material have been sent to the Ministry of Education, the Belgrade School Administration and the Inspection Affairs Sector,” the ministry said in a statement, in which it “calls on parents not to photograph or film children in schools without authorization, because recording minors without parental consent is prohibited and criminal liability is removed. “
It is interesting, however, that the daily Blic reported on the statement of the Minister of Education Mladen Šarčević on September 5, who said that he himself received recordings every day showing students, even teachers without masks, and warned that he would react in such a situation. case.
The Ministry said yesterday in a statement that “they do not have a mechanism to prevent certain parents from visiting schools and filming children and schools without authorization”, but it was not clear if they are aware that this is happening, if on the other hand they assure that they did not receive videos. And if they didn’t get them, why are they asking parents not to film the students?
Three directors of Belgrade schools confirmed to our list that the message from the director of the Belgrade School came in a joint group of directors and presidents of municipal property directors of Viber schools, and forwarded it to the territory directors of their municipalities .
And not only that, the Danas newspaper received evidence that some principals conveyed Filipović’s message to their school teachers, which was confirmed by Aleksandar Markov, president of the Belgrade Gymnasium Forum.
He says for Danas that he received that message from the president of the union of the Twelfth Gymnasium in Belgrade, and he sent it to all the employees of that school.
The principals we spoke with say that it is not clear to them why the Ministry denies the director of the school administration, when they believe that he warned them in good faith to strengthen control and pay attention to students adhering to protective measures prescribed to prevent coronavirus infection.
They suppose that the Ministry’s statement followed as a reaction to Aleksandar Markov’s statement to our newspaper, in which he, commenting on the aforementioned message, said that “the head of the school administration must know that it is forbidden to film minors without authorization”, and that “it would be better to inform citizens who did that, and if they suspect that the measures are not being respected in the schools, to strengthen the control.”
The Ministry affirms that citizens contact them directly about non-compliance with epidemiological measures, which they also report to the education inspection, as well as through the contact center of the Government Republic inspections.
So far, they say, a small number of those requests have been submitted, and none contain unauthorized recordings or photographs.
Regarding the control of epidemiological measures, the educational inspection conducts preventive advice visits and unannounced controls of educational institutions, in order to verify their respect.
In addition, meetings of the assets of the administrators are held periodically. The unscrupulous conduct of all participants in the educational process in terms of compliance with epidemiological measures constitutes a violation of the employee’s labor obligation, that is, a violation of the student’s obligation and entails disciplinary responsibility.
Stronger measures, such as dismissal, are for unscrupulous directors, the ministry said.
Warnings for non-compliance with measures
Education Minister Mladen Šarčević says that the only available and sufficient tool from the relevant ministry is the education inspection.
“However, work is being done on prevention, that is, counselors from school administrations are visiting schools and regular meetings are held on the assets of the principals of primary and secondary schools. For the weaknesses that are noted, the warnings are They give first. That model worked well and schools responded well. Over the past week, there were nine alerts in the system from about 2,000 institutions, and this week none.
