Many think tanks and institutes have focused on operational implementation analysis. However, in the last ten days, the idea has seen all its hype in public. The European Commission has announced the adoption of a decision on the implementation of a digital green certificate / covid passport. Many European and world leaders have expressed conflicting views on the fact that countries living off tourism have advocated some form of security for the purpose of tourism, but have not advocated causing political unrest and giving up large numbers of tourists. French President Emanuel Macron was among the first to say that the EU should avoid “vaccine nationalism”.

On this point, Mr Macron is right, because the EU was created and survived precisely thanks to the free movement of people, goods and capital, without these three functions, the EU loses its basic driving idea. The question of the form of that covid passport and what its function will be was also raised. All the speculation was interrupted by the EU Commission, which announced on March 17 what the digital green certificate would look like.

Inspecting the proposal of the EU Commission, it can be concluded that it is quite geopolitically correct solution. That is to say, for now, the certificate refers exclusively to the regulation of movements between the 27 members of the EU, while the existing regime of entry to the EU is valid for all the others. The decision of the EU Commission also provides that member states can unilaterally expand the scope of the digital green certificate for their territory, with the obligation of reciprocal application in bilateral relations with other EU member states, and not at the level of the whole EU. At this point, we must point out that the EU Commission was aware of the economic interests of its members, especially tourist destinations, but also of the use of other vaccines that are not approved at the EU level but at the member level.

Precisely for these reasons, this possibility was left, and the second reason is that this decision on digital certificates must be confirmed by the 27 members, who are guided by their interests. We can already see that some members from Hungary, Slovakia, Poland and the Czech Republic are turning to Sputnik V, and Hungary has approved its use.

There are many unresolved issues in this complex bureaucratic issue, and it is up to the members to decide on this proposal regarding approved vaccines. What is definitely Certainly, there will be no entry restrictions due to receipt of a vaccine that is not registered by the EU. A transient solution in the form of antibodies and PCR tests was established.

David McAllister pointed out the possibility of including the Western Balkan countries in this information exchange system for the issuance of certificates, which should be free.

In terms of discrimination, it is partially present even now, because it is about entry selection in terms of healthy and sick, and the entry ban of third country nationals.

However, when it comes to Serbia As a candidate for membership, the message of non-recognition of other vaccines does not seem encouraging, because it indirectly shows that the Serbian professional institutions that have approved these vaccines are not recognized. On the other hand, health care is the responsibility of each member separately, so why should Serbia, as a candidate, deal with European bureaucratic problems, when Hungary, Poland, Slovakia, the Czech Republic and perhaps in the future Italy will not? they will do it? do the same. From another angle, a bilateral agreement with the members of the EU, mainly with Greece, is envisioned. It is true that the solution, until the adoption of the covid green digital certificate, will be optimized in a way that satisfies the financial criteria of the members.

When we talk about geopolitical correctness, it can be seen that the EU Commission did not have the strength, due to its interests, to determine more directly on the issue of Chinese and Russian vaccines. It already makes that determination a detour, while at the same time its members are guided by their best interests. The space left by the EU has been filled by China, which presents itself as the world leader in the fight against the crown by selling and delivering the vaccine, and the cover-up accusations and the outbreak of the pandemic are being relegated to the background. .

You can also see the calculation in the Chinese approach, where China does not request the registration of the vaccine at the EU level, but rather reaches out to the members individually (the example of Hungary), which obviously gives results in conquering the market and voting. About the digital green certificate can be complicated and discriminatory against EU citizens.

I think that the harmonization and approval of the green digital certificate at EU level will take a long time. At the same time, the citizens of Serbia need not worry because the vaccination certificate that is issued satisfactorily satisfies the proposal of the European certificate, with a perfect digital information base organized by Serbia. The Western Balkans will be included in this certification system at the suggestion of McAllister. There are many reasons for the geopolitical turmoil, but they still need to be clearly clarified within the EU itself, before the consequences of these relations are reflected in promising candidates for accession like Serbia, which was guided by its own reasons, as did the EU. The Commission is guided by its reasons and its members again by their reasons.
