In Podgorica, there was an obstruction in the work of the parliament. The session, in which the amendment to the Religious Freedom Act was supposed to be approved, has not continued in recent hours. During the day, Milo Đukanović’s DPS supporters gathered in front of the Assembly on two occasions, and there were also police officers in front of the parliament building.

According to the latest information, the deputies of the parliamentary majority are entering the assembly hall and the session is expected to continue. However, there is no official confirmation yet. The deadlock in the parliament’s work came about because the State Electoral Commission (SEC) refused to verify the mandate of the deputy of the “Black and White” list, Suada Zoronjic, after her coalition colleague Filip Adzic resigned.

According to the official announcement on the website of the Parliament of Montenegro, the vote on the corrected version of the Law on Religious Freedom was not foreseen on the agenda for today’s session. However, during the day in the Human Rights Committee the proposed amendments were approved, which automatically gave the green light to the Law, which caused the fall of the regime in Montenegro, to be presented to the deputies. The session started at 4pm instead of noon, without opposition, namely Djukanovic’s DPS, who later claimed there was no quorum, although it was determined by roll call a little earlier. Apart from the DPS, MPs from the SDP, SD, BS, LP and Albanian parties are not present at the session.

Simultaneously with the obstruction of the work of the parliament, the meeting of citizens in front of the parliament building began. They dispersed around 2 p.m., only to meet around 5 p.m. Most of the slogans and chants were directed against the URA leader and the Deputy Prime Minister of Montenegro, Dritan Abazović. Those gathered, who dispersed about fifteen minutes ago, cursed and insulted Abazović.

It is a curfew in Montenegro from 10 pm.

SEC Refuses To Verify Mandate Of “Black And White” MPs

Podgorica’s “Vijesti” claims his source stated that it is not known what the reasons are for the SEC refusing to verify the mandate of the ruling majority deputy. But he said that a letter to Parliament is being prepared, in which everything will be explained.

Five members of the SEC voted negatively, four positively, while President Aleksa Ivanović abstained.

So far, there has been no example of that institution refusing to confirm the mandate of a deputy.

Members of the SEC have not changed after the formation of the new government, so Djukanovic’s DPS has the majority. The parliamentary majority in which that party was elected current president of the State Electoral Commission.

The citizens dispersed in front of the Assembly

Citizens who arrived in front of the Assembly building around 5 p.m. began to disperse around 9 p.m. They did so at the request of the vice president of the DPS and the member of the Assembly, Dusko Markovic.

He told them to meet again tomorrow or the day after.

DPS deputies (Andrija Nikolić, Aleksandra Vuković, Suzana Pribilović …) also addressed them before 7 pm and spoke with them.

Then the citizens told them “to go back to the Assembly”, stating that “it is their fault that they allowed all this to happen”, reports “Vijesti”.

DPS agents told those gathered to disperse.

“Tomorrow, all of Montenegro will collapse here,” the assembled citizens said.

One of the citizens said that “this will not happen without blood.”

They also told the DPS deputies that “you did not hire us, but the Chetniks, here they are.”

When they arrived at the front of the Assembly around 5 in the afternoon, they chanted “treason, treason.”

Those gathered used inappropriate words, mainly at the expense of Deputy Prime Minister Dritan Abazović.

DPS: We will not form a quorum for the overthrow of civil and European Montenegro

The DPS left the session in the Human Rights Committee, and then the session of the Assembly. The Club of Deputies of the Democratic Party of Socialists (DPS) announced that today’s session of the Assembly began without a quorum.

They affirmed that there would be a constructive opposition, but that “no one can expect from them that we form a quorum for the overthrow of civil and European Montenegro.”

“The quorum is determined by attending the session and using the electronic voting system, in such a way that each deputy is obliged to identify himself personally (register) by inserting an identification card at the parliamentary desk of his seat. They add that at the end of November, in the new convocation of the Assembly, by modifying the Regulation, the parliamentary majority was met “by allowing deputies who have a decision of isolation to vote in the online session, without the right to participate in the debate”.
