This year, some Belgrade residents received higher amounts to pay based on property taxes, mainly due to the jump in the value of square meters in the area where they live, but also to the fact that the City of Belgrade did not limit the growth of this tariff to two percent. it was the practice in the previous period.
Thus, as “Politika” writes, some Belgranos these days have been waiting for tax solutions in their mailboxes with quite colorful increments, from several hundred to several thousand dinars, even within the same residential area.
This year, a tax of 34,427 dinars was cut for a 108-square-meter apartment on Belgrade street in Vracar, which is 7,000 dinars more than last year. It is not clear how there was a 25 percent increase, as the value of one square meter in the first zone jumped from 186,113 dinars to 190,091 dinars, representing an increase of two percent compared to last year. The building’s age depreciation was 40 percent this year and last year, and the tax credit reduction in both years was 20,000 dinars (maximum tax reduction if you live in an apartment).
However, for a 60 square meter apartment, which is also located in the first zone and is only one block down, near the “Aleksandar Nikolic” sports hall in Palilula, the tax solution for this year is 13,230 dinars, This represents a seven percent increase compared to 2019. But the reduction of the tax credit for this apartment has been increased and amounts to 13,230 dinars, two percent more than the previous year.
The Belgrade Public Revenue Secretariat tells “Politika” that the property tax is determined on the basis of the average price per square meter of the appropriate real estate in the area according to the Decision of the City of Belgrade that is approved in November 2019 and has not changed.
According to the Property Tax Law, average prices are determined on the basis of real estate prices made in invoicing in the period from January to September of the previous year. In line with price movements, there may be an increase or decrease in average values, whereby some taxpayers have an increase and others a decrease in the property tax obligation for 2020 compared to 2019.
– The City of Belgrade for 2020 did not make a decision that limits the tax increase for this in relation to 2019. In that sense, the increase in property tax for 2020 may be due to the increase in the average price of real estate in the area, as well as restrictions in previous years – they say in the Secretariat of Public Revenues.
Also, if there was a change in the data relevant to the determination of the obligation, which was officially obtained, there may be a change in the amount of the tax for 2020 compared to 2019.
– We observe that after the death of the taxpayer, the holder or heir of the real estate property had the obligation, according to the Property Tax Law, to declare the property tax in their name within 30 days. In cases where the law has not been complied with and the tax has not been transferred to the deceased, the tax for 2020 can be increased by 100 percent if it is an apartment or a house for housing – they explain in the Secretary of Income Public and indicate that any taxpayer may file an objection to their tax decision before the competent department of the Ministry of Public Revenue to obtain the necessary explanations or file an appeal against their decision.
