TAX MYSTERY! The rates are the same, but the fees are higher: the people of Belgrade pay the largest guild again due to the increase in the average price per square meter

In the capital, although the tax rate has not changed and the base is not officially significantly higher, some owners have received duplicate obligations.

Local taxpayers weren’t ruthless everywhere. In Vranje, they claim that this obligation is even decreasing from year to year. In Novi Sad, the calculation is not “reversed”, but they are only issuing a few hundred more dinars for taxes this year. In the Valjevo city area, citizens will pay a maximum of 90 dinars more in property taxes this year than last year. Although the market prices of all real estate properties are higher by about one percent, there will be a reduction in property taxes from 0.01 to 1.25 percent, up to 100 dinars per year.

THE PEOPLE OF BELGRADE, lulled by announcements from the authorities that tax solutions will not be significantly higher this year, did not expect to have to pay much more in the fourth installment. The Belgrade Revenue Secretariat states that the main parameters of the calculation have not changed significantly.

– The property tax rates have not changed – they point out in the Secretariat. – In accordance with the Property Tax Law, the average prices of the appropriate types of real estate by zones are determined on the basis of the real estate prices realized in traffic, in the period January-September of the previous year. In the territory of the city of Belgrade, average prices have mostly increased or decreased by between one and two percent. Only garages in the “extra zone” of businesses have a significant increase in average price of 12.41 percent.

Despite these guarantees, the final amounts on the decisions of fellow citizens speak differently. Thus, the Djordjevic family from Belgrade, for a 55 square meter apartment in the Old Town, has to pay a tax of 25,383 dinars this year. Last year, the same real estate was taxed at 18,053 dinars. In 2011, they paid just 2,975 dinars for this property.

– We don’t live in this apartment. Our daughters live in it and that is why they equate us with those who rent real estate – explain the Djordjevics. – The Municipality recommended that we give them the apartment, because then the tax would be lower. That is our intention, but it also costs a lot. In any case, they tried to explain to me where the third highest tax came from. They say that before they did not charge well, now they are compensating for years and that this is the last year of compensation.

The Property Tax LAW gave cities and municipalities the opportunity to tax more real estate that the owner does not live in. That is, the usual discount is not granted. The problem is that the fact that someone is not registered in the real estate that they own does not always mean that they rent it and make money from it. This year, however, there are belgraders from whom the tax authorities have only just begun to charge a higher amount.

– According to the Law, the property tax is reduced by 50 percent, and a maximum of 20,000 dinars for the apartments and houses where the taxpayer lives – they explain in the Secretariat of Public Revenues. – According to the same law, taxpayers are required to report a change that occurred during the previous year before January 31 of the current year, which has an impact on the amount of the tax liability. In all cases in which data on changes in the elements for the determination of property tax are officially obtained, which were not reported by the taxpayer, changes are made.

Apparently, a small change in the average price per square meter brought about a considerable change in the amount of the tax. The average property value in an area of ​​New Belgrade, thanks to new luxury construction, has increased this year from around 186,000 to 190,000 dinars per square meter. Although the base of the tax base is “only” about two percent higher, the tax solution is “heavier” at about 4,000 dinars. Instead of 23,407 dinars, this family should pay 26,995 dinars on behalf of the property tax this year. Although the building has “passed” the fourth decade and is far from any luxury.

The amount of indebtedness of citizens on the basis of property tax, in the area of ​​the city of Novi Sad, has slightly increased compared to last year’s “cut”, so that, for example, the owner of a 50 square meter apartment, ten years old, located in the first residential area, has to pay a total of 9,721 dinars, which is 107 dinars more than last year.

In June, tax solutions reached the addresses of 25,000 Vranje residents, as well as the debts of 240 legal taxpayers. So far, nearly 85 percent of the planned collection of property taxes has been completed, placing the people of Vranje as extremely regular taxpayers.

– Last year, there was a record tax collection, which according to the realization so far this year may be even higher – says Nenad Tasić, head of the Department of Budget and Finance of the City Administration. – The benefits that the municipal administration provided to citizens also contribute to this, but also the fact that the amount of taxes has not changed for three years.

The tax is even lower each year by 0.8 percent.

According to data from the Department of Determination, Control and Collection of Revenue Sources of the City of Valjevo, during the first five months 28 million dinars were collected minus property taxes, fees and charges. Other than that, the property tax for citizens is lower by approximately six and for legal persons by approximately 10.7 million dinars.

– The lower collection of original revenue of almost 17 percent was influenced by the state of emergency and the corona epidemic, which is why the distribution of tax decisions was delayed – explained in the Tax Department of the city of Valjevo .

The families in which the owner of the apartment died were also in an unenviable situation. Some municipal administrations, although they were not diligent in presenting tax solutions on time, were more than conscientious in updating the data on deceased owners. Since they no longer live on their real estate, the families received duplicate obligations. In Voždovac, they abolished discounts for apartments whose owners passed away at the end of July! The bereaved have no time to cry, but they have to hurry to complain.

– After the death of the taxpayer, the holder or heir of the real estate property has the obligation to declare the property tax in his name within 30 days – they explain in the Secretary of Public Revenue of Belgrade. – In cases where regulations were not followed, the tax for this year can be increased by 100 percent. Even when the succession process has not been completed, the owner of the real estate property has the obligation to file a tax return in his name, which can be regulated in the competent municipal department.
