In an interview with Kurir, Zorana Mihajlovic, Deputy Prime Minister and Minister of Mines and Energy, announces the fight against the “gas octopus”, directors of public companies who, by not doing their job, hinder this sector, damage it and fill up the pockets at the same time.
What will be your first steps as Minister of Mines and Energy?
– We work, it seems to me day and night, we analyze the situation, agree steps and the goal is only one: energy security and the progress of the sector, which means progress in the economy and a better life for Serbia. The possibilities are enormous, underutilized, as well as the tipping points and problems have grown considerably, because the energy has been abandoned, relaxed and dissolved for a long time. Our goal is for Serbia to have enough energy and energy, of good quality, but also to be a regional energy center and an unavoidable route in the transmission of energy and energy. For that, we also need the Transbalkan Corridor, the Balkan Stream gas pipelines, but also Nis-Dimitrovgrad, investments in oil and oil pipelines. We are introducing electronic procedures, today we lose from five months to two years for certificates, rights and licenses in the department, at least another 20 are needed for approximately each document … And that takes time, but also adequate space for corruption. Well, we will change that.
You didn’t even sit in the new chair, and problems have already arisen with the EP directors. Where did he yell with Bajatović and where with Dukić?
– Here the names do not matter, it is important that these companies operate in a transparent way, obtain profits, that they do not fall behind with the projects they are implementing. “Srbijagas” is behind with its obligations in the construction of the section of the Turkish Current, where neither the procedures nor the procedures are clear, as well as in the gasification of Serbia. It has nothing to do with personal relations, partisan relations or even relations with Russia, as they wanted to falsely portray it. Some directors seem to have imagined that they are some kind of emperors and gods, not people who should follow government policy and work for the citizens of this country. Serbia, I repeat, does not need directors bought with salaries and appearances. They can never contribute to the success of a business.
You have made serious accusations against Dukić, the director of “Transportgas”, that he was blackmailed or bought for a directorial position and appearances measured in thousands of euros. Who is blackmailing or honoring Dukić?
– “Srbijagas” has 14 connected companies, four of which are 100% owned. And the director of “Srbijagas”, Bajatović, probably Superman, in almost every one of those 14 companies, appointed himself as director or as chairman of the Supervisory Board. And not only me, but also my group that “holds” “Srbijagas”. Apart from the director of “Transportgas” Stevan Dukić, this is also the case of the deputy general director of “Srbijagas” Blaženko Mandić, the executive directors Jovica Budimir and Milan Đukić … Some of them even employed their wives and husbands in these companies , not to mention another. These people receive the salaries of directors in “Srbijagas”, and at the same time they put out in the amount of 5,000 to more than 20,000 euros per month, which is 10 to 40 times more than the average salary in Serbia, and they try to hide their jobs to the ministry, as if it were their private, non-state companies. And so on for years.
Do the directors of public companies deserve the high salaries they get for their efforts?
– It is clear that the number of functions and the level of salaries of the people who are part of this “gas octopus”, which hinders the development of this sector, have nothing to do with their knowledge, work and commitment, but with the fact that development is halted in “Srbijagas”. For example, a company that deals with gas transportation does not have a license to carry out this activity, and the persons who are supposed to represent the interests of the State protect the private interests of the director of “Srbijagas”. When these directors run their private companies, they can do whatever they want, let their projects lag, have endless business, rebuild commercial buildings like they’re building a space shuttle, their own thing. It cannot be done here, because every cubic meter of gas, but also every chair that they sit on, is the chair of the citizens of Serbia. The Ministry also filed criminal charges against the leaders of “Srbijagas”, “Transportgas”, “Distribucijagas”, DOO “Gas” Becej, for not having chosen their governing bodies in accordance with the Public Companies Law, which, therefore, establishes the issue and legality of the documents they signed.
You have announced the reform of “Srbijagas”. Do you think that Bajatović will not oppose you in that plan? Do you deserve an income of about 10,000 euros?
– To begin with, your income is very, very much, much higher than 10,000 euros, and only in a connected company, and where the others are. Every euro that they took, but did not earn in affiliated companies, is a damage that these directors do to all the citizens of this country, from the coffee grower, who receives 20,000 dinars a month, to the engineers and professors at the University. I will not look at it or allow it, I will fight. I will also propose personnel changes, and it is up to the Government to make a decision on the election of the director. I don’t really care if any director will like my proposal, I do not answer to the directors of the company, but to the citizens of Serbia and the president.
ABOUT THE ARRESTED ASSOCIATE There is no evidence that Poledica is guilty
The prosecution filed an accusation against Miodrag Poledica on suspicion of abusing his official position in connection with public procurement. Why was the man, suspected of public procurement fraud, taken to another department?
– The Code of Criminal Procedure clearly establishes that there is a presumption of innocence: that every person is presumed innocent until their guilt is determined by a final judicial decision. Under the law, state bodies, as well as the media, are obliged to adhere to that. I have said many times that I have no reason to think that my Secretary of State has done something illegal and in the meantime I have not heard of any evidence that would force me to change my mind.
