The agreement was reached on Tuesday in a meeting between Kosovo Serbs and the director of the Government Office for Kosovo and Metohija, Petro Petkovic, and his predecessor, Marko Djuric.
It is also a strong response to the latest threats from Pristina, sent by the Prime Minister of Provisional Institutions, Avdulah Hoti, just hours before the meeting with the EU Special Envoy for Dialogue, Miroslav Lajcak, that there will be no more conversations about the JCC.
After the meeting, Petković assessed that Lajčák had a difficult job ahead of him, because Priština made it clear that she did not want to fulfill the agreement and that she did not need a compromise with Belgrade:
– Even after 2,727 days since it assumed the obligations of the Brussels Agreement, the JCC has not been established and in the meantime, the Constitutional Court of Kosovo annulled 22 of the 23 principles of the Community and left a “shell”, which is smaller than a non-governmental organization. This is how no one can behave towards Serbia and the Serbian people. Any ignorance of the obligation to establish the JCC, with all the powers that correspond to it in accordance with the Brussels agreements, will be treated as an open attack on the acquired rights of the Serbian people. And if everything we agree to must be annulled in Pristina, then the Kosovar Albanians “spit” on the EU itself, which is responsible for the implementation of the agreement.
The former Director of the Office for Kosovo and Metohija also said that there is no doubt that Belgrade faces difficult times when it comes to solving the Kosovo problem, especially as Pristina is trying by all means to destroy dialogue and prevent establishment. of the JCC:
– They persistently “bury” all attempts to normalize relationships. They are making great efforts to suspend the dialogue and essentially do not want any results – warned Đurić, emphasizing that from the future post, Serbian ambassador to the US, he will continue to work to preserve Serbian interests wherever our people live, especially in Kosovo and Metohija.
Pristina, regardless of who is in power, has been introducing clips for seven and a half years at the points of implementation of the Brussels Agreement, signed in April 2013. The first six points of this document, which refer to the establishment and powers of the community of municipalities where Serbs make up the majority population in Kosovo and Metohija, remain a dead letter on paper.
According to the agreement, the JCC should have its own statute, president, vice president, assembly and council. Municipalities are guaranteed to have full supervision in the areas of economic development, education, health, urban and rural planning. The powers of the JCC are elaborated in the general principles of the formation of the Community, and this agreement was suspended by the Constitutional Court of Kosovo in 2015.
The president of the “Serbian List”, Goran Rakić, told the international community that leaving the institutions is not the result of threats or anger, but of the defense of the ZSO, which means “life for the Serbs in Kosovo and Metohija” .
Suzana Grubjesic, from the Center for Foreign Policy, tells “Novosti” that the key question to unfreeze the Brussels dialogue is when Pristina will implement the obligation to form the JCC:
– There is no reason to mention far-reaching decisions that Serbia must make at this time when there is no compromise and when the final solution is not on the agenda. It is up to Lajcak to use all his abilities and convince Pristina’s side to continue the dialogue. Giving up dialogue was never an option for Belgrade, and now the ball is in the Pristina courtyard.
CONCLUSIONS OF THE MEETING
A request to the international community to protect Serbs
1. If Pristina unilaterally decides not to fulfill its obligations with respect to SSO, the obligations of the Serbs arising from the Brussels dialogue will cease and the possibility of leaving all the institutions in Kosovo and Metohija will be considered.
2. The Serbs of Kosovo and Metohija are concerned about the increasing number of attacks and, with the help of Serbian institutions, will demand that all available channels of the international community guarantee security in all places where our people live.
3. Common discontent was expressed over Pristina’s refusal to cooperate with the competent institutions in Belgrade to clarify the murder of Oliver Ivanovic and the obstructions with which the Pristina judicial authorities are trying to protect the perpetrators and perpetrators of crimes.
4. The Serbs of Kosovo and Metohija thank President Aleksandar Vučić and the Government of Serbia for their constant and decisive assistance and will continue to unreservedly support Belgrade’s efforts to protect Serbian national and state interests in Kosovo through political and diplomatic means.
5. Special appreciation was expressed for the largest wave of investment in the Serbian communities of Kosovo and Metohija in recent decades.
EXTENDED CAPACITY TO BITE
Based on the Washington agreement, reached at the initiative of President Trump, on October 7, the capacity of the Merdare administrative crossing between central Serbia and Kosovo and Metohija was expanded. Serbian staff have started work on the new facility, which was previously built with funding from the European Union, the Office for Kosovo and Metohija announced.
