Some 1,450 communal inspectors and communal policemen, that is, militiamen, began to sanction the violation of anti-epidemiological measures on the basis of amendments to the Law for the Protection of the Population against Infectious Diseases, together with the inspectors of the republic.

Most of the sentences of the last two weeks were written for non-compliance with the restrictions on working hours, lack of barriers and guard crowns and for non-compliance with physical distance.

With the reforms to the law that came into force on November 14, communal inspectors and communal militiamen were authorized to sanction the violation of anti-epidemiological measures, for which the inspection services of the republic received a great reinforcement. This can be seen in the number of inspections at commercial facilities in the last two weeks.

– Since the reforms to the law came into force, the number of inspections of the facilities has almost tripled. Until then, this work could only be carried out by the inspection of the republic, in addition to health services and others such as the market, veterinary, labor inspection … That is, for example, two weeks before the reforms to the law , in the period from October 29 to 13. 11,759 facilities were inspected in November, and in the period from November 14, when amendments to the law went into effect through November 28, 27,144 facilities were monitored, says Dragan Pušara, head of the inspection reform team at the EBRD at the Ministry of State Administration.

The least restricted is the labor restriction.

As he says, economic entities respect less the limitation of working hours.

– For example, on November 29, 22 sanctions were issued for violating working time restrictions, then 9 sanctions for lack of barriers, 6 for lack of respect for physical distance and 2 for lack of crown guards. It should be said that changes in the law itself have raised the level of awareness among all especially economic entities that adhere more to the measures – emphasizes Pushar.

Proof of this is the fact that almost the same number of sentences were drawn up in the same period before and after the reforms to the law.

– During the two weeks prior to the amendments to the law, 98 misdemeanors were issued, and in the two weeks after the amendments to the law 93. On the other hand, during the 14 days prior to the amendments to the law, they addressed 195 requests to the misdemeanor judge. people respect anti-epidemiological measures because they know that now many more inspectors can sanction them, says Pushara.

By the way, after the reforms to the law, 1,450 communal inspectors and communal policemen, that is to say, militiamen, were trained to know all the new authorizations.

– About 90 percent of them completed the training last week. It should be noted that the purpose of the inspection is not only to sanction, but also to have a consultative and preventive function. That is why we must add to this number of sentences that have been issued 20 to 30 times more advice and warnings – says Pushara.

Just some penalties for masks

The use of masks indoors is gradually becoming a habit for the vast majority of citizens. Because of that, the inspection lately rarely establishes penalties for not wearing a mask.

– We have almost no such violations. Only a few misdemeanor orders have been issued. Many also wear masks outdoors, regardless of whether it is not an obligation but a recommendation – says Pushara.

Fines of 50,000 to 150,000 dinars

As a reminder, of all the amendments to the law, the fines related to the ban on gathering more than five people inside attracted the most public attention. Under these changes, those who organize a party or celebrate with more than five people inside run the risk of a fine of 50,000 to 150,000 dinars.

The perpetrator of this violation can be reported to the communal inspection or communal militia by the citizens themselves through the single contact center of the Inspection Supervision Coordination Commission 011 6350-322.

Sanctions for non-compliance with anti-epidemiological measures:

50,000-150,000 dinars for one person

50,000 – 300,000 dinars for a legal entity

50,000 – 150,000 dinars for an authorized person in a legal entity

50,000 – 150,000 dinars for entrepreneurs

5,000 dinars is a fine for not wearing a mask, that is 2,500 dinars in eight days
