Today, the Parliament of Montenegro is discussing changes to the controversial Law on Religious Freedom, which the Serbian Orthodox Church assessed as a blow to its property, prompting protests and litigation across the country and the defeat of the DPS in elections and the opposition after 30 years in power.

Citizens began to disperse in front of the Assembly

Citizens who arrived in front of the Assembly building around 5 p.m. began to disperse around 9 p.m. They did so at the request of the vice president of the DPS and the member of the Assembly, Dusko Markovic.

He told them to meet again tomorrow or the day after.

DPS deputies (Andrija Nikolić, Aleksandra Vuković, Suzana Pribilović …) also addressed them before 7 pm and spoke with them.

Then the citizens told them “to go back to the Assembly”, stating that “it is their fault that they allowed all this to happen”, reports “Vijesti”.

DPS agents told those gathered to disperse.

“Tomorrow, all of Montenegro will collapse here,” the assembled citizens said.

One of the citizens said that “this will not happen without blood.”

They also told the DPS deputies that “you did not hire us, but the Chetniks, here they are.”

When they arrived at the front of the Assembly around 5 in the afternoon, they chanted “treason, treason.”

Those gathered used inappropriate words, mainly at the expense of Deputy Prime Minister Dritan Abazović.

SEC Refuses To Verify Mandate Of “Black And White” MPs

The State Elections Commission refused to verify the mandate of Suada Zoronjić, who was elected from the “Black and White” list, after the Assembly announced today that Filip Adžić had resigned, it was confirmed to “Vijesti”.

The source did not say what the reasons were for such a decision, but said that a letter to Parliament was being prepared in which everything would be explained.

Five members of the SEC voted negatively, four positively, while President Aleksa Ivanović abstained.

Today, the Assembly adopted the resignation of Filip Adžić (Black and White) and informed the SEC about it.

So far, there has been no example of that institution refusing to confirm the mandate of a deputy.

The DPS has a majority in the SEC, and the parliamentary majority in which the party was elected current president of the State Electoral Commission.

One seat remains vacant until the Constitutional Court rules on the appeal, explained the interlocutor from “Vijesti”.

DPS: We will not form a quorum for the overthrow of civil and European Montenegro

The Club of Deputies of the Democratic Party of Socialists (DPS) announced that today’s session of the Assembly began without a quorum.

They affirmed that there would be a constructive opposition, but that “no one can expect from them that we form a quorum for the overthrow of civil and European Montenegro.”

The pause in the Assembly has been going on for several hours, after President Aleksa Bečić interrupted the session until the SEC decides on the vacant parliamentary seat, as Filip Adžić (URA) resigned.

“The quorum is determined by attending the session and using the electronic voting system, in such a way that each deputy is obliged to identify himself personally (register) by inserting an identification card at the parliamentary desk of his seat. In addition, there is the possibility of determine This paragraph implies the presence of the deputies in the plenary hall, as in any other case, for the purposes of determining the quorum. The initial paragraph of Article 90, which prescribes the quorum, explains it and says: “The President of the Assembly opens a session of the Assembly and determines whether the majority of the total number of deputies ”, announced the DPS Deputies Club.

As they affirmed, this affirmation is “the only truth, confirmed by the deputies of the new majority”.

Who requested only five days ago, by coincidence, that the Regulation be modified and that the deputies be allowed in isolation to form a quorum. Thus, the deputies of the new majority confirmed that only those present in the plenary hall are considered “present” in the current Regulations. In short, according to the current Rules of Procedure of the Parliament of Montenegro, the physical presence of 41 deputies is required to determine the quorum. “

They add that at the end of November, in the new convocation of the Assembly, by modifying the Regulation, the parliamentary majority was met “by allowing deputies who have a decision of isolation to vote in the online session, without the right to participate in the debate”.

“At that time, we emphasized to the Assembly leaders that we do not want to allow the quorum to be determined online, because we do not want our votes on the amendment of the Regulation to allow a session of the Assembly to be called with laws that disrupt the state system and national interests “. to provide a quorum, if the majority of the deputies have deputies in isolation, exclusively to discuss the Government, the Budget Law and the reports of the regulatory bodies, so we did not want to give a quorum for the session in which to vote for the Law of Religious Freedom, as well as the Law of Officials and Employees of the State ”, is affirmed in the call of the Club of Deputies of the DPS.
