The Serbian Ministry of Labor, Employment, Veterans Affairs and Social Affairs announced that it is not competent for two of the three recommendations of the Protector of Citizens, presented in the proceedings concerning the murder of three adults and one child in Leskovac in May this year.
The Protector of Citizens announced on Friday that in the own initiative proceedings on the murder in Leskovac, “he identified numerous omissions in the work of the social work centers in Bojnik and Leskovac and the Ministry of Labor, Employment, Veterans and Social Affairs in the process of protection against violence and abuse “. children of that family, which was in the records of these centers. “
In early May, a 22-year-old man killed four relatives in Leskovac, and according to the report of the Protector of Citizens, the Center for Social Work has information on violence and abuse in that family since 2011.
As stated by the Protectora de Ciudadanos, although the Center carried out a “Plan of services for the family and the child that year, there are no traces of work with that family” until the end of 2015.
The Ministry of Labor states today that it has no competence to determine the responsibilities of employees in the social work centers – which was requested by the Protector of Citizenship, but that it is the competence of the heads of those bodies “who are ordered to determine that responsibility. “
In addition to that request, the Protector, the Ministry stated, issued a “recommendation on the Ministry’s obligation to guarantee that the child’s exposure to violence against another family member or a child close to a person is treated as abuse or neglect. “.
However, the Ministry writes, “it belongs to the elementary knowledge and professional standard that is implicit in the work of experts in guardianship with victims of violence and abuse.”
The Ministry notes that the third recommendation of the Protector of Citizens, which refers to “the alleged responsibility of a Ministry employee, will be carefully considered and acted upon in accordance with the law,” the statement said.
The Ministry assessed that the Protector of Citizens “lately” has “greatly intensified the work control activities of social protection institutions in the field of family law and social protection”, with “giving very short and unrealistic terms to those institutions to act. “
