When the Vehicle Technical Inspection Regulation goes into effect on July 5, only owners of vehicles without catalytic converters or DPF filters will have a problem due to the inadequate amount of exhaust gases.
The president of the National Association for Technical Inspections, Vladimir Marinkovic, hopes that we will all adapt quickly to the new regulations, such as in the case of removing untested hooks, tinted glass or xenon headlights.
As a reminder, the stricter regulation on technical inspections came into force on July 5, 2018, when, for example, vehicles can no longer pass the correctness check “without being seen”, but must be photographed during the technical inspection .
However, that regulation left a period of three years for both technical inspection lines and vehicle owners to fully adapt to all the new rules. For the owners of technical inspection lines, this means that according to the regulations of the work room equipment, while the owners of vehicles are given this period, mainly to regulate the emission of exhaust gases, it which is recognized as a problem with cars.
Marinkovic points out to “Blic” that vehicle owners shouldn’t see the July 5 technical inspection as a nightmare.
– Certainly those who removed the catalysts will have a problem because it is treated as an unauthorized modification of the vehicle. All that is required is for the vehicle to meet your production standards. Each vehicle has a different standard. For example, the same rule applies to exhaust “juice” as in the late 1980s, and that’s 4.5 percent carbon monoxide in exhaust. In addition, two euro vehicles have their standard, as well as three euro, four euro and others, Marinkovic emphasizes.
As he says, similar reactions occurred from the public when it was prescribed that cars should not have tinted windows or when the installation of xenon headlights and hooks was regulated …
– Many also complained, so in the end everyone got used to it. There is no environmental or economic justification for removing the catalyst. Many removed the catalyst because it cost them, say, 20 euros instead of paying 90 euros for the installation of another catalyst. And at the same time, the master tells them that a car can work without a catalyst. Well, it can work, but due to the lack of catalysts, your fuel mixture gets upset and your vehicle consumes more. So he didn’t save at all on the catalyst in that elimination – explains Marinković.
He adds that everyone who has maintained the car with relative regularity thus far will have no problem passing the technical inspection even after July 5.
A special problem for diesel vehicles in technical inspections from July 5 will be the DPF or particle filters, which also serve to purify exhaust gases. Namely, many owners are phasing out the DPF due to high replacement prices, and it’s not uncommon for imported cars to arrive without it. The reason is not only the malfunction, but also the fact that people take it away to make money selling ceramics and precious metals.
It has been known for almost three years that the exhaust gas control in technical inspections will start on July 5, but according to the old Serbian custom, everyone is waiting “one minute to 12” to start adapting to the changes .
Thus, out of about 1,000 technical inspection lines, as many as there are in Serbia, 350 of them have received or are in the process of obtaining a decision to work under the new regulations, while it is expected that at least 150 other lines will apply for that license before July 5.
On the other hand, of the 2.5 million vehicles in our country, it is estimated that more than 100,000 will not pass the new and more strict technical inspection due to problems with exhaust gases.
Our interlocutor points out that for two years certain technical inspection lines have been operating in full according to the new regulations.
– The first work solutions began to be issued in early 2019. Technical inspection lines that have not yet requested work under the new regulation have the opportunity to do so before July 5 of this year. If they don’t, they will have to close the company – emphasizes Marinkovic.
Who applies before July 5, can work after
Hypothetically, the technical inspection lines that apply for work under the new regulation can continue to operate after July 5, even if the Interior Ministry has not issued a decision by then.
– The Ministry of the Interior set a period of 180 days after July 5 to review all the technical inspection lines that applied to work in accordance with the new regulations. This means that those lines of technical inspection that submit a request, for example, on July 4, will be able to work until the Ministry of the Interior goes to them and verifies if they fulfill all the conditions according to the new regulation – says Marinkovic and underlines that it is estimated that some 700 technical inspection lines for all vehicles in Serbia to be tested for one year.
