The epidemiologist and member of the Crisis Staff in the fight against the coronavirus, Predrag Kon, pointed out in Dan live on TV N1 that the authorities, “whoever they are”, are responsible for the failure to comply with the measures that were adopted. “There is something wrong with what has been agreed, mainly with regard to the control of the implementation of the measures. It is not the sanctions themselves that matter, but the control itself,” he said.

When asked what the explanation would be for this lack of implementation of the measures, he stated that so far the lack of a legal framework has been questioned, but added that since the Government of Serbia adopted that legal framework today, he hopes that the situation changes.

“We are getting to what United says against Kovid, and I keep telling you that until now it has not been possible to control the implementation of measures, because the previous law did not provide a legal framework for some measures much more comfortable than the curfew,” said.

When asked what the easiest measures are, he added that “we will see it when the law becomes enforceable, as it was unenforceable in relation to the emergency situation and the control of isolation and self-isolation, which significantly hindered our work.”

“It took a long time and a lot of water until the importance of implementing the measures and sanctioning their violation began to be taken more seriously … The measures are in force, but they are not respected, I agree with Unidos Contra Kovid who is on the verge of the unacceptable, we mostly agree with regard to the measures … We have clearly and unequivocally warned that the measures be implemented, at least from the medical part of the Crisis Staff ”, says Kon.

He adds that with the formation of the new government a new Crisis Staff was formed, which has 28 members, half of them doctors. He indicates that he is surprised to be part of it, which he learned from the Official Gazette.

“We must not wait any longer with the implementation of the measures, and we must give space for the treatment of people, and there is less and less, especially in Belgrade, which has become a big problem and a huge burden,” says Kon .

“We have to prevent, especially on weekends, behaviors that mean that the music is playing at full volume, that we cannot hear each other, that is why we rely on each other’s ears, these are the conditions in which the transmission of the virus is enormous “He added, referring to the large number of cafes and rafts in the capital, despite the ban on bringing together more than 30 people.

Who makes the final decision on the measurements?

At the insistence of the presenter who makes the final decision on the measures – the medical part of the Crisis Staff or another person – indicates that “the measures have been adopted, there is a decree of October 20, 2020, in which they are clearly stated “.

“The only thing is that they are not implemented, if it is a question for the Crisis Staff, it is certainly not for their medical part,” he believes.

“The other thing is that the measures can change depending on the situation, and currently the measures of prohibited gatherings of more than 30 people are in force, and in Belgrade the work of the catering facilities until 11 at night”, adds Kon .

“They exist, but are not implemented. What must also be introduced is to prevent the creation of viruses after nine, possibly ten, so that there is no more that atmosphere (of cheerful coffee),” he emphasizes.

He states that “in any case, what was the lack of application was enough for the transmission of the virus.”

“Most importantly, it is important to understand that we are now at that maximum this week and next, first in Belgrade, but (the situation) will spread to other parts of Serbia,” Kon said.

“Every citizen of this country should limit contacts and in every way avoid getting into a situation of greater risk. Wear masks in all situations,” he recommends, adding that “anyone around us can be contagious and we must maintain distance. “.

We have support, but it just isn’t enough

When asked how much the non-medical part of crisis personnel listens to the profession, he notes that they “constantly have very strong support, which is simply not enough.”

“Everything I say now will be accepted in the Crisis Staff, and again we still have no implementation of measures. They assure us that more than 95 percent are implemented, but in vain if that five percent manages to maintain the transmission of the virus, to that no one respect the measures, “warns Kon and adds that the medical part of the Crisis Staff” has no other way than to fight for absolute compliance with the measures. “

He believes that the measure of introducing a curfew will never be adopted in Serbia again, “but whoever says that should bite his tongue, because in some situations, such a measure may be necessary.”
