The president of the Democratic League of Kosovo (LDK), Isa Mustafa, posted on his Facebook profile a letter from former EU High Representative for Foreign Affairs and Security Policy Federica Mogherini from 2015, which he allegedly received the day before sign the second JCC agreement: the General Principles Agreement. key elements of the Union of Serbian Municipalities, confirming that it will not have executive powers.

He sees the views expressed in the letter as “an obligation of the EU,” he writes. KoSSev Portal.

“In the context of our debate on the establishment of the Association / Community of Serbian-majority municipalities, I want to confirm that the EU understands that the Association / Community, in accordance with the First Agreement and the laws of Kosovo, will not be constituted as a third level of government. “In its role as facilitator in the Pristina-Belgrade dialogue, it will continue to monitor both parties in the respect and implementation of the First Agreement and all other agreements reached in the dialogue,” said Federica Mogherini’s letter to Mustafa.

Mustafa published this letter the day after yesterday’s meeting with the EU’s special envoy for dialogue between Belgrade and Pristina, Miroslav Lajcak, who has been in Pristina since 13 October.

Mustafa stated that he presented this letter to Lajcak, telling him that he understood the letter as an “obligation of the EU”.

As he further states, he did not publish the letter when he received it because he considered the attacks at that time unfounded, mainly on Self-Determination.

During a two-day visit to Pristina, Lajcak met with the Prime Minister of Kosovo, Avdulah Hoti, and the President of the Kosovo Assembly, Vjos Osmani, and with the President of Kosovo, Hashim Thaci, but also with party leaders politicians.

According to media reports, the purpose of Lajcak’s visit was to discuss the formation of the JCC with Pristina officials.

Lajcak himself confirmed that the JCC was indeed one of the issues, who in a press conference in Pristina asked Kosovo to respect the obligations assumed in Brussels in 2013 and 2015, writes KoSSev.

He stated that he received assurances from all Kosovo political representatives that the JCC will be formed, but also stressed that the implementation of the JCC comes only after the signing of a global agreement on standardization.

However, Lajcak also used a word that is often used by the Serbian side, and almost never by the EU: “any agreement must be the result of a compromise,” he said at the end of his visit to Pristina, before going to Belgrade.

From Belgrade, in a joint conference with President Vučić, When asked what it means that the JCC will agree to the Kosovo Constitution, he added tonight: “The Constitution is not the Bible.” and laws can change.

His visit was organized at a time when the dialogue is stalled, due to Pristina’s refusal to discuss the JCC in Brussels, so despite the announcements of weekly expert meetings and three-week high-level political meetings , the delegations of Serbia and Kosovo did not meet. as of September 7.
