In a way, this period was a test of the digital way of doing business that awaits both the cadastre and next year’s citizens.

During the state of emergency, the counters of the cadastre were closed and that could cause confusion because many still do not know that real estate matters can be completed in the offices of professional users without going to the cadastre. For example: if a sales contract is concluded, the request is sent to the cadastre by a notary; If the package is split, the geodetic organization will send the request digitally on behalf of the party. troubled parties turn to registered law firms.

Professional users are notaries, geodetic organizations, lawyers, banks, courts, notaries, local governments, tax administration, restitution agency, social work centers, and other state agencies.

In this way, since the beginning of the state of emergency, 24,385 requests have been sent to the cadastres through the electronic counter.

On Monday, all counters were reopened in the cadastre offices in Serbia, and due to the application of distancing measures, it is mandatory to schedule your appointment through the eRequest application on the RGZ website. Programming can also be done over the phone by calling the RGZ Information Center. During the 7 weeks of the state of emergency, 5,343 purchases and sales of real estate were made, and these contracts were presented to the cadastre by notaries public through electronic meters. The volume of the property market decreased by 70% compared to the period before the state of emergency introduced due to the corona virus. It should be noted that during the state of emergency, there was no reduction in real estate prices, but the purchase in cash was reduced.

All the real estate cadastre data is publicly available through the eCadastre service, and with the digitization of work processes, all the possibilities of possible fraudulent actions that existed at the time of the existence of the property registry have disappeared. The electronic bulletin board is the last digital service that began operating on April 1 during the state of emergency and allowed the publication of all the solutions provided by the cadastre, and everyone can find their solution by entering the case number, name and surname and identification number. During the state of emergency, more apartments and less agricultural and construction land were purchased. Until the end of April, the property market decreased slightly on a daily basis, followed by a slight increase in the number of sales contracts made and the market recovery.
