The decision of the National Bank of Serbia on new benefits for citizens and entrepreneurs who have a loan or lease, and who have problems with repayment, came into force on December 15. The Central Bank has prescribed several conditions at the same time, and both times there is a new way of using the facilities.
During the previous two moratoriums, the exemptions were applied automatically, that is, customers who did not want to use the help had to contact the bank and reject the offer. On this occasion, all interested parties must submit an application, and only if they meet the prescribed conditions can they count on the benefits provided.
Are you paying off the loan?
This means that there will be practically no cases, as during the first or second moratorium, in which the client “forgets” to declare that he does not want relief, so by automatically accepting the delay in the refund he accepts a higher monthly fee after the moratorium.
On this occasion, special emphasis was placed on the fact that clients who do not have difficulties in repaying loans and leases, and who therefore do not comply with the established conditions, will not be able to count on benefits.
How to apply?
Since the regulation went into effect on December 15, it means that debtors can now apply for relief.
Banks and financial leasing providers will publish a notice on their website and in their branches no later than December 22 of this year, informing debtors about the possibilities of requesting relief, as well as the conditions that must be met by the respect.
Customers can submit a request for benefits both electronically and by mail, as well as at business premises until April 30, 2021, and the request will be notified within 30 days of the date of receipt.
Who is entitled to benefits
The NBS estimated that the need for relief this time is especially for the unemployed, then debtors whose average net monthly income in the last three months is below the average salary in Serbia, as well as debtors with average net monthly income in the last three months up to 120,000 dinars. income 10 percent or more lower than in the period prior to March 15, 2020 and whose credit debt is more than 40 percent of that income.
For farmers, entrepreneurs and companies, it is estimated that relief in the repayment of liabilities should be offered especially to debtors who in 2020 had a decrease in operating income, that is, in turnover, of at least 15 percent in compared to 2019 or there was an interruption of the debtor’s business. lasting at least 30 days due to a pandemic.
Furthermore, debtors who are more than 30 days late in the repayment of a substantially significant amount based on any obligation (loan, lease, card) to which the decision applies, will be entitled to the established repair.
