Officers broke down social worker Annette Young’s door and entered her apartment yelling “hands up, hands up” before she had a chance to dress.
The 50-year-old man, who was getting ready to go to bed, started screaming and telling the police: “You made a mistake at home!”
Finally, she was given a quilt to cover herself up after police handcuffed her in February 2019.
Chicago Mayor Lori Lightfoot apologized to Young during an emotional press conference Wednesday.
That came a few days after Lightfoot tried to stop Chicago’s VBBM television station from broadcasting the recording in federal court, but was denied.
“I am deeply sorry and upset that her home was attacked and that she had to face the humiliation and trauma she suffered. That is just not right,” Lightfoot said.
“It just shouldn’t have happened. And I’ll make sure there is full responsibility for what happened.”
Lightfoot initially tried to distance himself from the incident, saying it happened before he took office in May 2019, and accused the Civil Police Responsibility Office (COPA) of not releasing the video earlier.
A COPA investigation is underway, which could include recommendations for disciplinary action by police officers.
The footage drew widespread criticism, including African-American lawmakers who called it “an act of racism, gender-based violence, and another violation of the dignity and safety of black women.”
Yang’s lawyer said it was an attempt to cover up the raid, describing it as “a very similar situation” to the one that killed Brenon Taylor in March.
Young said Wednesday that the February 21, 2019 incident is something he will “always” take with him.
He said that having a video in the public sphere is difficult, but necessary.
“I want responsibility,” he told reporters in Chicago. “I don’t need followers on social media, I don’t need things like that. Responsibility.”
Young obtained the video as part of his lawsuit against the city.
Chicago has also filed a request to sanction Yang for alleged breach of confidentiality orders.
Lightfoot says that Young should not be punished and that she is a victim.
