In August 2015, the former high representative of the EU, Federica Mogherini, sent a letter to Isa Mustafa, then Prime Minister of the so-called Kosovo, assuring her that the Association of Serbian Municipalities of Kosovo and Metohija would have absolutely no executive power.

Mogherini sent this letter on August 24, 2015, just one day before the meeting in Brussels, which, in addition to it, was attended by the President of Serbia, Aleksandar Vučić, and Isa Mustafa, who discussed the establishment of the JCC. The next day, in Brussels, with the mediation and presence of Mogherini, the Agreement of General Principles of the JCC was signed, which contains very important details about this body, which is one of the crucial things for Serbs to survive in Kosovo and Metohija.

The letter, which unequivocally shows the hypocrisy of Federica Mogherini and the EU, was published the day before yesterday by the president of the Democratic Alliance of Kosovo, Isa Mustafa, and said that he had kept this secret for years, but now he was forced to reveal it. In the letter, Mogherini, behind Serbia’s back, wrote that the JCC will have absolutely no executive power.

– In the context of our debate on the establishment of the Union of Serbian-majority municipalities, I want to confirm that the EU understands that the Community, in accordance with the First Agreement and the laws of Kosovo, will not be constituted as the third level of government and it will not have executive power. The EU, acting as a mediator in the dialogue between Pristina and Belgrade, will continue to monitor both parties in the respect and implementation of the First Agreement and all other agreements reached in the dialogue, says a letter from Federica Mogherini published by Mustafa because it was seen forced to reveal the truth.

– I want to emphasize that I did not publish this letter at the time when the Self-Determination Party and other opposition parties accused me of the JCC Agreement, because I considered those accusations unfounded and politically motivated against the government that I headed – Mustafa said.

Federica Mogherini’s letter that the JCC will have no executive powers for Serbia is something new and was done behind Belgrade’s back, believes Milovan Drecun, chairman of KIM’s parliamentary committee.

He says that if the letter is true, it will turn out that we have been misled not only by the Albanians, but also by the European Union.

– It is something new, it is a unilateral movement that is behind Belgrade – said Drecun, adding that Miroslav Lajcak, the special representative of the European Union for the dialogue between Belgrade and Pristina, should clarify the new situation.

– I think Lajcak should clarify that situation, because Mustafa says he introduced it to him. It turns out that we were misled not only by the Albanians, but also by the EU, if the letter turns out to be true – said Drecun.

Stefan Surlić, an assistant to the Faculty of Political Science, said that he believes the JCC will be established, but fears the scenario that it will have no authority or possibility to protect the rights of Serbs in Kosovo and Metohija. Commenting on Federica Mogherini’s letter, Surlic says that “this goes after a very wrong policy that the SSO does not present as an institutional framework that guarantees the protection and rights of Serbs, but as something directed against Kosovar Albanians.”

Petkovic: Petar Petković, Director of the Office for Kosovo and Metohija, said immediately after the meeting with Miroslav Lajčák that the Association of Serbian Municipalities should be formed immediately and with the competences that correspond to it according to the Brussels agreements.

– And now the test is not only Pristina’s willingness to solve problems through dialogue, but also the ability of the EU as a mediator in the dialogue to ensure the implementation of the agreement – said the director of the Office for Kosovo and Metohija.
