For the EU, Belgrade’s “far-reaching decision” will undoubtedly be a “comprehensive final solution” to relations with Pristina, which can be interpreted as recognition, but it is essential that both sides accept it.
EU sources also pointed out that the agreement on the Union of Serbian Municipalities (ZSO) should be implemented without delay, and the issuance of the opinion of the Kosovo Constitutional Court on ZSO is not a matter for Serbia as a negotiator and the EU as a mediator. Rather, “the authorities, politicians and structures within Kosovo must clarify each other.”

When asked by Beta agency what the EU will offer to President Vučić, who is asking Brussels for an answer on what Serbia receives in return and when it can expect the Union’s doors to open, European sources replied that Belgrade will certainly win. membership, but that also means Serbia must also meet all the conditions, from the rule of law to the necessary degree of economic strength.

And, as these sources pointed out, they are also preconditions for obtaining support through the EU’s major economic investment package for the Western Balkans of nine billion euros, with the expectation that together with international financial bodies and capital private sector reaches 29 billion euros.

Beta asked European diplomatic officials to say how the message of the Special Representative for EU Dialogue, Miroslav Lajcak, could be understood, saying that a “far-reaching solution” is expected from President Vucic, which everyone unofficially interprets as recognition. of some kind of independence, while the High Representative of the EU, Josep Borrell, said knowledge that “whatever solution is found for the Belgrade-Pristina conflict … we do not prescribe anything here, we only facilitate, we meditate.”

The response from the diplomats in Brussels was that the whole complex and laborious process of negotiations and dialogue will take time, but both Belgrade and Pristina have nowhere to come to a solution if they want everyone to join the Union in their own way.

“It is true that the EU mediators, but also the key members of the Union, will have to convince Serbian President Vučić with very good arguments for Belgrade’s consent,” these sources said.

As Beta has learned, a resumption of the dialogue in Brussels is not expected next week, but Lajcak’s visit to Belgrade today should clarify when it will be possible, first at the level of expert teams and then to the leaders of Belgrade and Pristina.
