The deputies of the Serbian Assembly have started a new session in which they are considering the reports on the work of the independent bodies for 2019 and giving their consent to the financial plans for next year.

At the session of the Assembly of Serbia, in which the deputies are examining the reports on the work of the independent bodies, the deputy of the Socialist Party of Serbia (SPS), Djordje Milicevic, criticized certain positions of the Fiscal Council and expressed his hope that they are not “political”.

Although he said he did not want to “pressure” the Fiscal Council as an independent body, he valued that “it is easy to do politics from comfortable seats, deal with analysis, reports, but that the reality is something else.”

Milicevic criticized the Fiscal Council because in 2014 he asked for a reduction in pensions, and then he asked for the return to the previous level, while he also reproached that body for the assessment that the health crisis had exposed the problems that had been hidden for years under the rug.

“I cannot agree that the government’s policy is naked. I think you have expressed your views with that attitude,” Milicevic told the Fiscal Council, adding that the government acted in a transparent and socially responsible manner.

The president of the Fiscal Council, Pavle Petrović, responded that he was in favor of the reduction of pensions in 2014, which was accepted by the Government, and of a return from 2018, which he considers is not contradictory because in the meantime it has been produced a fiscal consolidation.

He reiterated that the Fiscal Council opposed the decision to allocate one hundred euros to all adult citizens in June, because 600 million euros were spent and there was no reduction in poverty.

Petrovic stated that the World Bank for Serbia predicts growth in 2021 at 3.5 percent, the Fiscal Council says four, the IMF says five and the Government says six percent, but that nothing can be predicted exactly “because it will not be an ordinary year. “.

Through the exchange of responses, Milićević reiterated that the crisis was caused by a pandemic and not by bad government policy, that it was necessary to increase standards and listed all the health facilities in which the Government invested.

Pavle Petrović reiterated that the 2020 budget was not transparent, that it was not known what 800 million was spent on and that those funds were mainly used to help public companies.

Petrovic and Milicevic announced the continuation of the dialogue on Monday, when the Committee will consider the state budget proposal for 2021.

On the agenda of the Parliament of Serbia are the Report on the work of the Anti-Corruption Agency, the Report on the work of the Fiscal Council for 2019, the Report on the work of the Republic Commission for the Protection of Rights in Proceedings of Public Procurement, the Annual Report of the Securities Commission for 2019.

The deputies are also considering the Draft Decision on giving consent to the financial plans of the Energy Agency, the Securities Commission and the Electronic Media Regulatory Body.

The Assembly must also consent to the Decision on Amendments to the Statute of the Securities Commission.

Damjanović: the agency filed 96 requests for misdemeanor proceedings

The deputy director of the Agency for the Prevention of Corruption, Dejan Damjanović, stated that due to the violation of the Law on Financing of Political Activity in 2019, the Agency submitted 96 requests to initiate proceedings for misdemeanors before the competent court against political parties and responsible parties and citizen groups.

During the review of the Report on the work of this Agency for 2019, Damjanović said that two complaints were submitted to the competent prosecutors for the suspicion that heads of political entities committed criminal acts.

Based on final judgments, 59 decisions were made regarding the loss of the right to receive funds from public sources intended to finance regular work by 2020.

According to him, last year, the Agency controlled the reports of 30 political entities on the costs of the electoral campaign for the elections of councilors of the assemblies of the municipalities of Doljevac, Kula, Kladovo, Lucani and Presevo.

He stated that in 2019 “they carried out the control of 32 annual financial reports of political entities for 2018.”

Damjanovic said that public officials “by decision of the Agency” stopped performing other public functions in 95.56 percent of cases, which indicates strengthening the personal integrity of public officials, the integrity of institutions, as well as recognize and strengthen the awareness of the Agency as the only state body that resolves conflicts. interest in the performance of public functions “.

During 2019, in accordance with the Annual Audit Plan of the Report on Assets and Income of Public Officials, an audit of 233 directors and general managers of public companies and economic entities was carried out, and ten extraordinary audits were initiated due to suspicion of accuracy and complete data.

There were also 25 complaints and criminal complaints for the suspicion that the officials, to cover up the property, did not deliver the data to the Agency or gave false data.

8,314 asset and income reports were processed and petitions were processed.

Damjanović also said that 75 petitions were from the field of education, 61 from the field of local self-government, 53 from the judiciary, 45 from public finances and health, 21 from construction and urban planning, 33 from the field of labor and politics. social, 14 of the economy.

Likewise, it stated that two petitions were from the area of ​​mining and energy, eight from the police area, one from the area of ​​culture and information, four from the sports area and 11 requests for which the Agency has no jurisdiction to act.

“In this area, we have completed procedures in 680 cases and have submitted 10 complaints to the competent prosecutor’s offices due to the existence of grounds for suspicion of criminal acts,” said Damjanović.
