Epidemiologist Dr. Predrag Kon has been persistently emphasizing in recent days that “we need a ban on contacts,” and yesterday he appealed, especially to belgraders, to act as if a “motion ban measure was in place. “. What exactly does it mean to ban contacts? Is it just a “softer” expression to prohibit the movement, that is, a hated term: curfew?

“Act as if a motion ban measure has been introduced from 7:00 pm to 5:00 am. If you still have to leave the house … Always wear a protective mask, especially indoors,” wrote Dr. Kon on Facebook, among other things.

So if we have to act as if the restriction measure is from 19.00 to 5.00, then it means that we do not leave the house during that period, is it actually the same as when we had a curfew ?! Whether they move or not, the essence is actually something else.

A “softer” version of the curfew?

“The government still avoids the sinister phrase ‘movement ban’ because it smells of a state of emergency and deprivation of liberty. The contact ban is almost the same, but it sounds softer,” Deutsche Welle wrote in March when Germany introduced restrictive measures due to to the pandemic. crown crown.

The idea then was, as agreed by Germany’s provincial prime ministers, to introduce a contact ban instead of a movement ban. This meant that movement was allowed in a public space for any reason, but only individually, with relatives from the same household, or with someone other than the home. Walking, jogging or cycling was still allowed.

It is not a problem to walk outside, but to CONTACT with others

This formulation of the measure avoids the term “driving ban” because the problem is not leaving the apartment and staying in a public place, but CONTACTING with other people resulting in the transmission of the virus. Especially in a situation where we have a large number of asymptomatic cases.

So the goal is to minimize the fluctuation of people so that the virus does not spread, and since the number of infected people in Serbia is an increasing call from Dr. Kon to ban contact, and that makes sense.

“Personal responsibility”

And on the occasion of his last post on Facebook, this one from the beginning of the track, we invited Dr. Kon to ask him for clearer measures to ban contacts.

When asked by “Blic” if that means that by prohibiting the movement, that is, the curfew, we can only prevent the establishment of contact and the spread of the epidemic, Dr. Kon replied:

“No one mentioned the curfew. It’s about personal responsibility.”

In essence, we don’t need a curfew or any ban on movement, but only under one condition, and that’s the personal responsibility Dr. Conn talks about – wearing masks!

– I am wearing a mask, you are wearing a mask, we can be close and that does not count as contact. We first asked if the mask was used, then we asked about the distance and if there was any contact. Recommendations are not followed

Yesterday, as a guest on the morning television program “Pink”, he mentioned that he asked for the official ban on contacts, considering that the measures in the form of recommendations are not respected enough.

– When we do not fully respect the measures, the way out of the situation is to avoid contacts altogether. I once said that we should officially implement the contact ban and make sure that what we ask for is implemented – said Kon, adding that already this weekend, restrictive measures regarding the meeting place should have been implemented and limit the number of who can be in those places.

10,000 contagious on the streets

Dr. Kon emphasized once again that we must be aware that there are many asymptomatic cases, that we do not know who can be contagious and that is why it is important to protect ourselves.

– Before the weekend in Belgrade, there were practically 10,000 contagious in the street and in such a situation it is better to stay at home – he said as a guest on TV Prva.

About new measures

According to him, there is currently no legal framework for the adoption of emergency measures, but isolation and home quarantine must be controlled.

– Since March I have been saying that it was possible in a state of emergency and that it was important, because it allowed us to act effectively. The law does not come from the Crisis Staff, it goes from the government to the assembly. We at Crisis Staff have a medical part and we harmonize positions and we can propose measures and that’s it – said Dr. Kon.

If not, major changes in the law should be adopted soon.

As “Blic” has already written, amendments have already been made to the Law on Protection of the Population against Infectious Diseases, as well as the Law on Misdemeanors, which will be presented to the Government on Thursday and to the Serbian Parliament members on 10 November.

Key amendments to two laws

Modifications to the Law for the Protection of the Population against Infectious Diseases and the Law of Misdemeanors, which will sanction with greater efficiency and severity non-compliance with anti-epidemiological measures.

In this way, a legal framework will be created that will allow regular police officers to sanction on the spot not wearing a mask, and grant the militiamen and communal inspectors the authorizations of sanitary inspectors, and the collection of fines will be imposed on the spot for, say, those who do not wear maxi. as is the case, for example, with illegal parking.

This means that they will be able to sanction any breach of anti-epidemiological measures, from the lack of respect for physical distance by not wearing protective equipment to the lack of disinfectants and the like in cafes, restaurants, discos …

We are breaking black records

Let us remind you, in recent days, Serbia has broken all records for the number of people infected by the corona virus, and between 50 and 85 percent of all cases during 24 hours are registered in Belgrade.

Last week, on October 31, we broke the black record, we had 1,817 infected in 24 hours, and in the following days the number of infected in relation to the number of testers reached 22.16 percent, which is the highest since the beginning of the epidemic, not counting March when a small number of people and was tested.

Looking now at the age quotas of those infected, most patients are in the 20-40 age group, which is exactly the part of the population that is most active when it comes to movements and contacts.

Europe quarantined

Let’s remember, with the increase in the number of new cases, a large number of European countries have once again opted for a curfew to prevent the spread of the virus.

Italy is introducing a curfew throughout the territory from 9:00 p.m. to morning, in Germany the quarantine begins on Monday and will last for a month, as does Austria.

France entered a national quarantine on Friday, which will last until December 1, and Belgium, also following France’s lead, made the decision on Friday to shut it down for at least a month.

The Spanish parliament voted Thursday to extend the state of emergency in the country for another six months, until May 9, while in Great Britain, the quarantine begins on Thursday, November 5 and will last until December 2.

In both Greece and Monaco, it is a curfew, while Croatia and Belarus are closing their borders.
