The EU Special Representative for the Belgrade-Pristina Dialogue, Miroslav Lajcak, told H1 that the main conclusion of his visit was that there was willingness on both sides to continue the dialogue and that one of the objectives of the visit was to fill the leader of Self-determination Albin Kurti as future negotiator, information on the process so far.
“I think we have enough space and I hope that the first meeting will take place in a reasonable time, after the formation of all the necessary institutions (in Pristina) and that could be safe before the summer,” Lajcak said.
He stated that so far some parts of the dialogue have been agreed: texts on missing persons, internally displaced persons, but also on economic cooperation. For the moment, he says, they are property. As regards the CCM, the EU has not given up on the agreed model.
“Dialogue is absolutely key for the normalization of relations, for the European path, but also for the normal atmosphere between Kosovo and Serbia.” It is important to me that none of the actors I met in Kosovo and Serbia asked whether dialogue is necessary, and that is the key message, “Lajcak said.
Lajcak said that one of the main objectives of his visit this time was to meet with Kurti, who received a strong mandate from the voters, and discuss the continuation of the dialogue.
The EU representative claims that Kurti was not informed about the dialogue, so, as he says, it was important for him to give the Kosovo official full information about the dialogue.
Lajcak affirmed that the conclusion is that Kurti understands that dialogue is necessary, that he is willing to continue and that he is the one who will lead the Pristina delegation.
He says that dialogue is necessary because of the agreement, but also because, as he points out, it is the only platform for talks between Belgrade and Pristina.
Lajcak asserts that it takes a long time for the Union to not only negotiate this agreement, but also to talk about how much the existing agreements are being implemented, “and there are many challenges there.”
If there is no dialogue, tensions increase, if there is dialogue, tensions decrease, says Lajcak and affirms that without this platform existing issues are resolved “through messages through the media, which is not the most efficient way to resolve them. “.
“We have already agreed on some parts of that future agreement, some texts on missing persons, internally displaced persons, but also on economic cooperation. There is no double interpretation in these texts, everything is agreed there: who, when and how will it do it. But no we disseminate those texts because there is a principle: we are negotiating a global agreement, so nothing has been agreed, until everything has been agreed. When asked if he brought a document to Belgrade or Pristina and showed it to potential negotiators, Lajcak said that “that document exists, of course.”
“That document has already been agreed between President Vučić and Prime Minister Hoti. They know what is being negotiated, they know exactly how the process is. And yes, I brought that paper and some other papers and handed them to Mr. Kurti now. , so you have complete information. It was also important to me that you formulated your platform, your program and your priorities with the knowledge of everything you need to know, when it comes to dialogue, “says Lajcak.
The Chairman of the Self-Determination movement, Albin Kurti, said today that he could not make dialogue with Serbia the first priority of the new government, adding that as long as the Serbian List has 10 seats in parliament, Kosovo will not be able to do so. change the Constitution to unite with Albania.
