Zeljko Raznatovic Arkan was assassinated 21 years ago at the “Intercontinental” hotel. Bozidar Spasic, former head of the special team of the State Security Service, gave details about the liquidation of the founder of the Serbian Unity Party and the leader of the paramilitary organization Serbian Voluntary Guard (SDG), better known as “Arkan Tigers”.

For Alo.rs, Božidar Spasić shared his knowledge and memories related to the murdered Raznatovic, but also details of the private life of the leader of “Arkan’s Tigers”.
– I personally knew Arkan until the mid-80s, when he was in the Central Prison, after he shot a policeman with a rubber bullet. Then the police came looking for him. They arrived at her door at the apartment where she was with her mother. Then, Arkan asked the policeman “if they know who he is,” and then he shot him, after which he received six or seven months in prison, explains the former head of the special team of the State Security Service.
The interlocutor also claims that the DBA was angry with Arkan because he began to brag about the actions he performed for the service.
– I even knew that he organized circles, gathered young gangsters and told them how he performs certain actions, for which we were always angry in the service because we did not want to talk about it – says Spasić.
He explains that in 1984, a decision was made that the State Security Council would no longer contact Arkan officially, regarding the service’s secret organizations and operations.
– The DBA was angry with him and knew that, however, we knew that he himself would approach one of the services – emphasizes Božidar Spasić.

The former head of the special team of the State Security Service says that during that period, when Arkan was in the Central Prison, he went to visit him to convey a message.
– I went to visit him by order of the then Minister Dorbosav Ćulabić. Then the journalists started writing about how Arkan works for the service, so my task was to ask him not to talk about whether he works for the DBA, because he no longer works for the service. He never really “worked” for the service. In the late 70s and early 80s, as one of the fiercest guys in the Belgrade underground, he was in contact with a whole host of fierce guys who are abroad, so the DBA hired him in the fight against the Ustasha and Siptar terrorists. That’s the only truth about his commitment and he did it until 1983 – says Spasić.
The interlocutor explains that Arkan was hired, ad hoc, for certain operations and that after the operations he carried out, he received the corresponding money.
– At that time, he had a son with Natalija, they placed him in an official department. Sometimes he took money to that address because he never had money in the pile, but instead made money from robberies abroad that he quickly spent. He never had an official ID, or a booklet, because I would have to know all that because I myself did those special operations and I would know if I gave him something or not – emphasizes the interlocutor.
Regarding the involvement of then-President Slobodan Milosevic in Arkan’s death, he claims that Milosevic had no knowledge of the work carried out by the DBA.
– It has long been speculated whether Milosevic knew that the State Security Service was doing such “dirty” jobs, such as killings and robberies abroad. With the disintegration of Yugoslavia, all those against whom we fought in the service came to the country. There has always been the opinion that this is far from Milosevic. There is no evidence that Slobodan Milosevic ordered the liquidation. The notorious thing is that around him there were people from the State Security Service, the then Department, headed by Jovica Stanisic until 1997, after which Rade Markovic took office. To flatter Milosevic, these people often abused their “ignorance” without his consent, Spasic explains for our portal.

Bozidar Spasic explains that there is no reason why Milosevic would order the liquidation of Arkan, just as in the event that Arkan was supposed to end up in The Hague, that would not happen because he would have previously hidden in some underground medium.
– It was speculated that Arkan could be a witness to some crimes, but he was also accused, the other option was to be bothered by Milosevic’s son, Marko, who supposedly wanted to take revenge in this way, but it should be noted that Marko and Zeljko worked together on the smuggling cigarettes, oil and that connection was never broken. The only real reason to kill Arkan, who was not an opponent of any political regime, was crime. He was only interested in living well and having enough resources. Slobodan Milosevic’s regime allowed him to connect with the state structure, customs, police, DBA in a specific way and thus participate in dirty deals, says the former head of the special team of the State Security Service.
As he himself says, in the year 2000 various riots and changes began to occur that led to such murder.
– Then the struggles for the territory began, the wars ended. The sources of income that Arkan had at his disposal, the smuggling of oil and cigarettes, simply dried up. No credible person confirmed his involvement in the drug trade, so there was no sale of opiates for the fight for the territory. He was killed as a member of a mafia group that he formed around him, there were several of these groups and these were clashes for some rumors and insults, because at that time these criminals reached their peak and it was below their honor to be insulted or insulted . inflicts evil. The very fact that Arkan was assassinated in a prestigious hotel where Serbian DBA Service members were around him speaks to how comfortable he felt. The Serbian service is still trying to wash its hands of the connection with Arkan, it was trying to get out of crime by getting involved in politics, sports because it found a new kind of profit selling players, Spasić stresses.
Try to get out of crime
He explains that there is no political stamp on this murder, as well as that Arkan’s attempt to get involved in politics, after he founded the Serbian Unity Party, was his exit from the world of crime.
– I would say that this is a departure from the crime scene, the Serbian gift / Serbian godfather, because there is no political background. There is no political act and of course it is a time of sudden influx of foreign agents and services. It is very likely that the secret services persuaded members of the criminal underworld to liquidate Arkan. He had no political ambitions, founding the party meant getting out of crime. All participants in the murder were killed. After the murder of Arkan, a group of criminals calling themselves avengers was formed, among whom was Luka Bojović, they did not liquidate any politician, but only members of the underground, because they knew that the medium was the culprit of Arkan’s liquidation – says the interlocutor from Alo.rs.
The October 5 changes would not affect Arkan.
– The very fact that even after 20 years is written about the murder of Arkan shows that Arkan would not feel any change, that is, consequences, on October 5. I remember that in 91/92, a group of students started demonstrations. They headed towards Slobodan Milosevic’s house in Dedinje. The moment they announced the move to the village, an article appeared in the newspaper saying that Zeljko Raznatovic Arkan supported these protests, and that caused a stir. That is why, I suppose, the Supreme Cabinet ordered Mihalj Ketres to call Arkan and ask him not to support the students. Arkan said he was not interested in that and that one of the journalists misreported the news, the policy followed what Arkan was doing. Raznatovic was close to Jovica Stanisic, the head of the State Security Service, and Radmil Bogdanovic, the then Minister of the Interior. He had close ties with the DBA service, says Božidar Spasić.
The interlocutor states that Arkan’s dream was always to keep in touch with the DBA service, which was the culmination of his work.
– When he formed the Serbian Volunteer Guard, he received the full logistics and weapons from Radomir Stojčić Badža, then Radmilo Bogdanović’s assistant. He was the first to issue an official identity card in which he signed as an authorized person, thus legalizing and trying to form a paramilitary. He wanted the military to be respected when the police stopped them, Spasic says.

He believes that Arkan was not assassinated, he would eliminate some criminal leaders.
– After the murder, the clans flourished, the Zemun clan and other clans are obtained, which is a sign that Arkan was eliminated so that other clans could function, Voždovac and other clans became stronger – emphasizes the interlocutor.
Garic don’t know anything
Dobrosav Garić is charged with Arkan’s murder.
– Dobrosav Garić doesn’t know anything. It is the first ring of the perpetrator, not the one behind the murder, they gave him weapons and money, he only knows the first ring that gave him logistical support. Killers never know who the brain is. The second and third rings, of which Garic knows nothing, allowed him to leave the country. In the prison where he was injured he received specific treatment, when he was injured he was given access to a computer to play and rest. It is known that South Africa is in the hands of the English service MI6, it certainly contributed to the assassination. When a capital member of the underground is killed, there is a commotion and the secret service uses it to achieve other objectives, explains the former head of the special team of the State Security Service.

– Half of Serbia considers him someone who killed the villain, the other half sees him as someone who killed an extremely patriotic person. If someone wants to carry out an investigation into this murder, they should pay attention to the fact that after the liquidation, there was a flourishing of criminal media selling heroin on the streets before Arkan’s death, concludes Božidar Spasić.
