BRASÍLIA – President Jair Bolsonaro said Monday that he will comply with the request of the Minister of the Economy, Paulo Guedes, and will veto the section that facilitates the wage freeze for some categories of public servants in the project to help states and municipalities. Without the veto, the economy with the suspension of the adjustments would be reduced by R $ 87 billion.

He recalled that, due to the crisis, everyone lost purchasing power, except public servants:
– The public servant, the vast majority knows it, knows that if the economy does not recover, they will not have money to pay them. There is no point in having a good salary, with a large number, a bonus and going to the bank and not having money.
Initially, the state aid project foresaw that the areas directly involved in the fight against the pandemic would not be frozen. However, as the text passed through Congress, more and more professions were included in the list of exceptions, such as those in the area of security and education.

For a source in the economic area, the fact that the project groups all the categories for which increases are allowed facilitated the president’s veto.
The project approved in Congress, with the initial approval of the president himself, authorizes an increase for health, safety and teaching officials, among others. They were all grouped into a single paragraph of the bill. By vetoing, Bolsonaro will reduce the readjustment for all categories, which, according to attendees, will avoid exhausting the president with specific professions.

Guedes advisers point out that the hiring and payment of compensation and bonuses, including overtime and temporary additional hours, are allowed for officials working to combat the pandemic.
The president explained that one of the factors that forced the postponement of the decision on the veto, which would be announced yesterday, was the stagnation on what would happen with the new students at the Federal Police (PF) academy. According to Bolsonaro, former Justice Minister Sergio Moro decided that the course would start only after the pandemic.
But the state aid project also freezes hiring. With that, students could only start taking the PF course starting in 2022.
Technical problems delayed the presidential sanction, according to sources familiar with the matter. It would still be necessary to adjust the technical notes of the Guedes portfolio.
Guedes also asked Bolsonaro to veto the suspension of payment of debts with the INSS that would expire in December. The measure would represent a relief of R $ 5.6 billion for the municipalities.
