Vitor Valim (Pros) was elected mayor of Caucaia, the city with the second largest electoral college in Ceará. With 100% of the votes counted, Valim was elected with 51.08% of the valid votes. Naumi Amorim (PSD) obtained 48.92% of the valid votes.

‘The focus will be on education,’ says Valim after the victory in Caucaia
In his first speech after the victory, Valim spoke about the work that must be developed in the municipality in the next four years.
“Our focus is education. I cannot admit that, among 184 cities [do Ceará]Let’s be the last in education. It is the victory of the people of Caucaia that will be administered to the people of Caucaia, and not to the external group that had been working with the municipality’s money ”.
Regarding the low turnout at the polls, the elected candidate said it was not a surprise. “The population of Caucaia had already shown that they do not agree with the way our city is run,” he said.
Among the allies who were in the celebration, was the third placed in the dispute by the Caucaia City Council, Emília Pessoa, and the elected councilor of Fortaleza, Carmelo Neto (Republicans).

Vitor Pereira Valim, 42, was born in Fortaleza. Married, Valim is the father of three children. The new mayor of Caucaia, in addition to being a politician, is a communicator and television presenter.
After making a career in television and radio, Vitor Valim entered politics as a candidate for the City of Fortaleza in 2008, being elected. The result was repeated in the next elections, in 2012.
In 2014, Valim was elected federal deputy and was elected by 92,499 people from Ceará to the position. In 2018, the new manager of Caucaia was elected in the State Legislative House.
Vitor Valim defends projects aimed at public safety, health, education, job creation, coexistence with the drought and issues of equal interest to Ceará.

The electoral race of the opponent
The victory of candidate Pros was a radical change. In the first round of the municipal elections, Vitor Valim was in second place with 27.87% of the votes. The current mayor, Naumi, obtained the highest number of votes, 40.93%.
On the eve of the second round, on Saturday (28), the Federal Police seized about R $ 600,000 in cash on suspicion of electoral crime in Caucaia. Among those arrested are municipal administration secretaries and Naumi Amorim’s brother.
In the victory speech, Vitor Valim attributed the overturn to the operation carried out by the PF. “He showed people that he wants to deal with corruption. Unlike all of us, that we want to manage for the people of Caucaia,” he said.
Among the electoral proposals that Vitor Valim presented in the campaign are:
- Creation of the Health District
- Creation of the Diagnostic Examination Center of Caucaia
- Creation of a computerized call center
- The implementation of the electronic medical record will allow the doctor attending a patient to have all his health information available on his computer.
- Delivery of a tablet for each student of the municipal school system, equipped with evolutionary software
- Creation of the Virtual Library, where thousands of copies will be available to the population.
- Public and transparent selection of directors of municipal schools.
- Launch of a weekly telework day for teacher planning.
- Distribution of computers for teachers, with evolutionary software for teachers.
- Implementation of policies to encourage the creation of micro and small businesses, in the areas of commerce, industry and services.
- Creation of the SIMPLEX Program, to encourage, reduce bureaucracy, facilitate and support new entrepreneurs.
- Creation of the Central de Alvarás Eletrônicos, by self-declaration, for activities with low environmental and sanitary impact, being the City Council a facilitator, showing confidence in the entrepreneurial citizenship
- All permits and licenses will be valid for 5 years, avoiding annual renewal, which is nothing more than a complication in the life of entrepreneurs.
- Creation of a security monitoring system in Caucaia, with watchtowers throughout the city, monitoring room and situation in the mayor’s office.
- Increase the number of Municipal Guard.
- Train, train and arm the Municipal Guard of Caucaia.
- Creation of a “Citizen Speech” to receive complaints, guaranteeing the confidentiality of the author and the information
Result of the polls in Caucaia in the 2020 elections:
- Vitor Valim (Pros), elected: 83,588 votes (51.08% of valid votes)
- Naumi Amorim (PSD): 80,045 votes (48.92% of valid votes)
- Total votes: 180,763
- Valid votes (no blanks and nulls): 163,633 (90.52%)
- White clothes: 5.278 (2.92%)
- Null: 11,852 (6.56%)
- Abstentions: 41,365 (18.62%)
