The government of São Paulo updated this Friday (4) the classification of the regions in the plan for the gradual reopening of economic activities during the coronavirus pandemic and announced the advance of five regions and the regression of one.

As a result, 95% of the state’s population is in the yellow phase of the plan’s classification, allowing the operation of bars, restaurants, shops and other non-essential activities. The government has also extended the quarantine for the 10th time and the state remains under restrictions until September 19.

Marília, Presidente Prudente, São João da Boa Vista, Registro and São José do Rio Preto went from orange to yellow. The only region that fell back was Ribeirão Preto, which went from the yellow phase to the orange phase. The state remains without any region in the red phase, the most restrictive of the economic easing plan.

Governor João Doria (PSDB) said on Friday (4) that the progression of five regions is due to the improvement in the indexes of these places.

“The progression of these regions is a trend of improvement in the indicators that we have observed in the state as a whole and we are already in the fourth consecutive week of decrease in deaths, an unprecedented fact since the beginning of the pandemic. Four consecutive weeks with decreasing infection rates, falling mortality rates, falling ICU bed occupancy rates, “said the governor.

The Secretary for Economic Development, Patrícia Ellen, said on Friday (4) that the Franca region remained in the orange phase and that of Ribeirão fell back due to the number of deaths in the regions.

“So we have 5 regions that are advancing in phase and here we have Franca and Ribeirão Preto that remain in the control phase, mainly because of the number of deaths that we have registered in these regions. Which is also a positive sign for the future because there is a stabilization of hospitalization in these regions, which, now, we can have a greater openness to the yellow phase ”, he says.

The only region that fell back this Friday (4), Ribeirão Preto, registered an increase of 43.1% in the number of cases, 48.3% in deaths and 8.2% in hospitalizations in the weekly variation.

Changes to the São Paulo Plan are made every 2 weeks, when the regions are allowed to evolve in phase. However, if there is a worsening in the indices, the regions may fall back in the interval week. Until last Friday (28), no region has regressed.

The secretary of regional development of the state of São Paulo, Marco Vinholi, affirmed that, for the first time, the deaths in the interior of the state reached a level higher than the deaths in the capital.

“Another important factor is that, for the first time, deaths in the interior of the state reach a higher level than deaths in the capital: 37.7% of the deaths during the pandemic in the state of São Paulo occurred in the interior and 37.6% in the capital, reversing this pyramid and the interior passing the capital through this pandemic. Emphasizing the occupancy of ICU beds, only the occupancy of Franca has 75.7%, this index should fall, because it is an average of 14 days, but the 52 beds installed in the region during the last fortnight already reproduce a figure shocking in what concerns. hospital capacity in the Franca region, ”said Vinholi.

This was the third reclassification in the São Paulo Plan after changes in the classification process made by management on July 27, which changed the criteria of the monitored indices, such as, for example, the maximum percentage of ICU beds occupied. allowed in the yellow and yellow phases. green.

The change made by the direction of João Doria (PSDB) in the ICU bed occupancy rules and the margin of error in the criteria for the evolution of the epidemic allowed the regions to move more easily into the yellow phase. With the update of the São Paulo Plan this Friday (21), the percentage of the population of São Paulo living in the regions classified in the yellow phase has increased to 88%. Before, there were 86% of the state’s residents.

Last Friday (4) the government of São Paulo made new changes to the São Paulo Plan. With them, the regions that reach phases 3 (Yellow) or 4 (Green) will remain in these phases as long as they have weekly indicators below 40 hospitalizations for Covid-19 per 100,000 inhabitants and 5 deaths per 100,000 inhabitants. This new criterion will overlap with the others, that is, if deaths and hospitalizations are below this level, the regions will not regress to more restricted phases of quarantine.

The change changes the logic of the plan, since two of the main criteria of the São Paulo Plan were the variation in new hospitalizations, compared to the previous week, and the variation in new confirmed deaths, compared to the previous week.

Main changes in the classification criteria of the São Paulo Plan:

  • The maximum occupancy rate of the UCI for a region to go from the orange phase to the yellow phase went from 70% to 75%.
  • The maximum occupancy rate of the UCI for a region to go from the yellow phase to the green phase went from 60% to a percentage between 70% and 75%.
  • The regions cannot move forward or backward from phase per percentage point, so the management has developed a margin of error of 0.1 for the criteria for the evolution of the epidemic and 2.5 for the capacity of the health system.
  • The criteria of death and hospitalization per 100,000 inhabitants were added so that a region goes from the yellow phase to the green phase.
  • Regions must spend 28 consecutive days in the yellow phase before moving to the green phase.
  • The regions that reach phases 3 (Yellow) or 4 (Green) will remain in these phases as long as they have weekly indicators below 40 hospitalizations for Covid-19 per 100,000 inhabitants and 5 deaths per 100,000 inhabitants.

To begin the reopening of the state on June 1, the government divided the territory according to the 17 Regional Health Divisions (DRS). Greater São Paulo was subdivided into 6 other regions, one for the capital and another 5 for each group of cities in the Metropolitan Region. Quarantine flexibility is done differently in each of these regions.

The criteria underlying the classification of regions are:

  • bed occupancy in the Intensive Care Unit (ICU);
  • total beds per 100 thousand inhabitants;
  • variation in new admissions compared to the previous week;
  • variation of new confirmed cases compared to the previous week;
  • variation in new confirmed deaths compared to the previous week.
  • In the green phase, deaths and cases are also considered per 100 thousand inhabitants;
  • The regions that reach phases 3 (Yellow) or 4 (Green) will remain in these phases as long as they have weekly indicators below 40 hospitalizations for Covid-19 per 100,000 inhabitants and 5 deaths per 100,000 inhabitants.

These criteria define which of the five phases of reopening permits the region is in:

  • Phase 1 – Red: High Alert
  • Phase 2 – Orange: Control
  • Phase 3 – Yellow: Flexibility
  • Phase 4 – Green: Partial opening
  • Phase 5 – Blue: Normal controlled

Reopening of sectors of the economy:

  • Red phase: only essential services are allowed to function.
  • Orange phase: Real estate agents, dealers, offices, shops and shopping centers can also reopen, but with restrictions.
  • Yellow phase: Beauty salons, bars, restaurants, gyms, parks and cultural activities with a seated public can also reopen, but with restrictions.
  • Green phase: Events, conventions and cultural activities with standing public can also be reopened, which can happen again when there is a four-week stability of the state of São Paulo in the green phase (4), also with restrictions.
