STF asks Fiocruz to ‘reserve’ vaccine doses for 7 thousand servers – Saúde

BRASÍLIA – In the race for immunization against new coronavirus, OR Supreme Federal Court (STF) and the high Court of Justice (STJ) sought the Fiocruz to liquidate the ‘reserve’ of vaccines, which would allow the courts to carry out their own health campaigns. In the case of the STF, the request was to “verify the possibility of reserving doses” for 7 thousand people, including ministers, officials and employees. Fiocruz must send the response to the Supreme Court on Wednesday (23).

A similar request, made by the Superior Court of Justice (STJ), has already been denied by the institution. Fiocruz informed the report that it is not up to the foundation to “meet any specific demand.”

In a letter obtained by the Status, the STF states that the dose reservation will allow the fulfillment of two objectives: immunize the largest possible number of FTS workers and the National Council of Justice (CNJ) and “contribute to the country at such a critical moment in our history”, helping to accelerate the immunization process of Brazilians.

The measure, according to the STF document, “will allow the assignment of public health teams to other people, thus collaborating with the National Immunization Policy.”

“Considering that it is a new product and not yet authorized by Anvisa, I would like to check the possibility of reserving doses of the vaccine against the new coronavirus to cover the demand of 7,000 (seven thousand) people,” wrote the general director of the STF. , Edmundo Veras dos Santos Filho, in a document signed on November 30.

“I inform you that the Secretariat of Integrated Health Services – SIS will be in charge of carrying out the vaccination campaign and, if the supply is possible, this secretariat will send a server to collect the vaccines at the Fiocruz facilities,” he added .

As requested by the report, the STF reported that it maintains a health promotion policy and that it has carried out annual vaccination actions since 1999.

“The intention is not to anticipate the national immunization plan, but to continue with the aforementioned policy, preparing in time for the immunization of its workers. Furthermore, these actions also contribute to the country, since they make it possible to use the human and material resources available in the Court to help relieve other health structures and accelerate the immunization process of the population, ”the Supreme Court argued.

According to the STF, “as it is a product that is pending approval by the competent bodies”, there is still no exact forecast of expenses. “There are also other supply options, and the final decision will consider the total cost, which may even be non-existent, as has already happened in the case of previous vaccination campaigns,” the STF noted.

Repercussion

Since March, the advance of the pandemic in the country has imposed a series of changes in the dynamics of the Judiciary, which replaced face-to-face sessions with videoconferences. In the higher courts, the majority of the magistrates are over 60 years old, belonging precisely to one of the age groups most vulnerable to the effects of the disease.

At least four STF ministers have already been infected with covid-19: Carmen Lúcia, Alexandre de Moraes, Toffoli days and the President of the Court, Luiz fux. In the STJ, the ministers contracted the disease Luis Felipe Salomão, Antonio Saldanha, Benedito Gonçalves me João Otávio de Noronha.

According to the STJ notice, when looking for Fiocruz, the court “requested the dose reservation because it is a new product, not yet definitively authorized by the regulatory body, as there is an expectation of great demand from the private network, when there is availability ”.

“(The order) is directly linked to the issue of the amount for the Department of Health. Our intention was initially to qualify with the laboratories to buy vaccines by purchase,” STJ president Humberto Martins told Estadão. “Without breaking the line and within the same criteria as the STF!” He added.

The STJ’s request, already rejected by Fiocruz, divided the members of the court heard by the report. A minister, who asked not to be identified, said that the ideal is to follow the order established for all Brazilians and warned of the risk that younger servers, who are not among the priority groups, receive the same treatment as older ones . .

Another magistrate pointed out that the request may seem like a privilege, recalling the offensive of a group of prosecutors in São Paulo, who requested priority to the vaccination category. For a third minister, there is not much to the trade.

Demand. Wanted by the report, Fiocruz reported that, “as a strategic institution of the Brazilian State, it seeks to guarantee the national production of the vaccine against covid-19 for the Brazilian population, for THEIRand meet the demand for National Vaccine Program (PNI) “.

“The production of these vaccines, therefore, will go entirely to the Ministry of Health and the foundation will not be able to meet any specific demand for vaccines,” said Fiocruz.

While attending a Senate hearing last week, the Minister of Health, Eduardo Pazuello, said the federal government expects to receive 24.5 million doses of vaccines in January. On the occasion, Pazuello said that Fiocruz should deliver more than 200 million doses of Oxford/AstraZeneca in 2021.
