In yet another chapter of the attempt to implement the Prevention in the state, the governor of Minas Gerais, Romeu Zema (Novo), sent an alternate to the Legislative Assembly of Minas Gerais (ALMG) Proposed constitutional amendment 55/2020. Not communicated Home, or governor clarifies that the changes “are intended to conform to the legislative technique, improving the text originally submitted and in order to obtain the clarity, cohesion and specific objectivity proposed.”

The substitute would be an attempt by the government to renegotiate the opinion of the reporter of the proposal, the deputy Cssio Soares (PSD), who had established some changes in the original proposal. Such changes did not please the government, which claims to be in a rush to approve the PEC due to the severe financial crisis in Minas Gerais in 2020.

The ALMG government leader, Deputy Raúl Belm (PSC), trusts that the amendment proposed by Zema will be to accept in the Chamber: “The government wants to get closer to what it believes is ideal in a reform. The alternate is halfway in relation to the points highlighted by the deputy Cssio. How the proposal will return to the plenary session after receiving the amendments in a committee and special management commission, there will be an opportunity to change the project. Discussions continue. “

In the opinion of the parliamentarian, the substitute will be essential for the financial health of the state for the future: “The most important thing for the government is the change in the proposal on the contribution of the inactive. The government believes that it is extremely important to achieve the objective of the fiscal balance of the forecast.

The opposition leader, Mr. Andr Quinto (PT), sees that the substitute will impose even more difficulties on the server: “The governor did not precede the sending of the proposal for a prior debate with the union entities. What the Assembly does is We have made a commitment with these entities and we have held two public hearings, demonstrating this contrary opinion, we have to better promote this debate among the deputies. Who suffers more “.

the parliamentarians will meet on Monday (31) to discuss the alternate within the Special Commission. The PEC vote in the first round is scheduled for Tuesday (9/9).

Design changes

Last Thursday, draft it went through a special commission to analyze the text, in which the deputies proposed definitive changes before the PEC went to vote. One of the suggestions made was to reduce, by two years, the minimum age required for the retirement of servers. In the rule thought by the Executive, they could retire at 62 years – men, at 65 years. In the current model, public officials must act, at least, until they are 60 years old; women, up to 55.

Cssio Soares also imposed that the rate of inactive and pensioners will only be valid for employees who receive above the ceiling of the General Regime, which today is R $ 6,101.06. In the proposal sent by Zema, whoever receives more than one minimum wage will already have a discount on the benefit.

ALMG also lowered the rates proposed by the Zema government, offering discounts of between 11% and 16% in three additional ranges. The government also suggested the splitting of the Minas Gerais Employee Prevention Institute (Ipsemg) and the creation of an entity to exclusively manage retirements and pensions – MGPrev.

Four of the five members of the committee formed to evaluate the PEC voted in favor of the report: Incio Franco (PV), Svio Souza Cruz (MDB), Gustavo Valadares (PSDB) and Cssio Soares. Andr Quinto (PT), leader of the opposition, expressed the opposite.
