The government of Rio Grande do Sul announced, in the late afternoon of this Saturday (9), the decree of controlled social distancing due to the coronavirus pandemic. The measure takes effect from Monday (11) according to the regions, but some rules, such as the mandatory use of masks, apply to the entire territory.

In the new model, the state is subdivided into 20 regions. Each is identified by a flag color that determines measures to prevent the spread of the coronavirus.

“We will have a perennial model that will adapt to all regions. Where there is more risk, we will have a red or black flag. Where there is less risk, a yellow or orange flag,” explains Governor Eduardo Leite.

Cities in the Vale do Taquari region, where Lajeado is located, will have stricter rules due to Covid-19 outbreaks in this city. The rules apply both to them and to the 37 municipalities that have Lajeado as a reference in health.

Passo Fundo, in the north, which was in a similar situation, changed the ranking in the last week, although it is the city with the most Covid-19 deaths in the state next to Porto Alegre.

“The final flag is a weighted average of the indicators. The growth rate and the number of people hospitalized in Passo Fundo has decreased. It does not mean that the incidence is not high, but it has decreased. And the number of deaths for the number population has also been reduced by two. This made it change to the orange flag, “explains Pedro Zuanazzi, director of the Department of Economy and Statistics of the Secretary of State for Planning, Budget and Management.

The use of masks will be mandatory.

Some mandatory protocols will apply in general and must be obeyed regardless of the color of the flag. Among them, the distance between people, the cleanliness of the surfaces and the ceiling to occupy environments.

In addition to them, the government decreed the mandatory use of masks in the streets and environments with groups of people in all the cities of the state.

“We know that it is difficult to inspect. But, just as we cannot inspect whether they smoke indoors or not, we trust society as an inspector to have the new behavior necessary at this time,” says Leite.

According to the Planning Secretary, Leany Lemos, what determines the colors are 11 indicators of the spread of the coronavirus and the ability of the health system to care for these patients. They will be reviewed every Saturday and will take effect the following Monday.

However, he stresses that to return from a more restrictive flag to a softer one, it is necessary to evaluate the progress of contagion and the occupation of hospital beds for two weeks.

“If you move at a speed that responds, no problem. But if you move to the point of leaving pressure, without an ICU, without a respirator, you have to change your behavior. We study the economic sectors to find out what has more and less risk, which are more or less exposed, and that’s why the different sectors are adapting, “says Leany.

The government also provides an access point to verify the protocols that each activity must follow in each municipality. To know what the rules are, the worker must put in what profession and in which city he lives to have access to the rules adopted at that time in that region.

“We are better than other states, but that is why we are still vigilant. The flags give us the north of how to overcome this pandemic with the least possible damage,” said Health Secretary Arita Bergmann.
