The alleged use of Rioluz was pointed out in the context of Operation Hades, which investigates an alleged ‘license plate’ in the city of Rio.

According to the investigations, the benefits promised to a group of businessmen agreed to advance R $ 1.5 million for the campaign. Thus, the possibility of indicating the name of the future president of Rioluz was acquired, as well as the facilities in the tender for public lighting contracts.

Cousin of Bishop Edir Macedo, founder of the Universal Church of the Kingdom of God and treasurer of the political campaigns of Marcelo Crivella, Mauro macedo it was, according to the investigations of the MP, who would mediate in these negotiations.

One of the entrepreneurs in the lighting sector said that Mauro Macedo even said that the companies that contributed would dominate Rioluz. But after the election, the commitment made with the entrepreneurs was not fulfilled, according to the researchers.

According to the parliamentarian, one of them, Geraldo Luiz Chaves Guedes, partner of Ilumisul Soluções Urbanas e Luminotécnica, was frustrated by several attempts to obtain the undue advantages for which he “paid” during the electoral campaign.

Still without holding positions in the municipal administration, the state attorney says that Rafael Alves and Mauro Macedo He always had an influence on Rioluz. Brother of the former president of Riotur Marcelo Alves, Rafael Alves is designated by prosecutors as the protagonist of the corruption scheme.

Another character who appears in the investigations is the Portuguese businessman Licínio Soares Bastos, convicted of active corruption in Operation Furacão, in 2008, who investigated the bingo mafia in RJ.

Together with Rafael Alves, Licínio Soares Bastos was in constant meetings, even with the president of Rioluz, although he was not in the lighting industry. For the MPRJ, the two, authorized by the mayor, had sufficient force within the municipal administration to overthrow and appoint company presidents.

Towing service is another that was in the sights of the group. According to the Public Ministry, the exchanges of messages between Rafael Alves and Isaías Zavarise – who until 2019 was the main assistant to the mayor’s office – show that the two were orchestrated to defraud the hiring of the company that would provide the service.

The analysis of the content of the messages retrieved from Rafael Alves’ cell phone allows us to state, according to the researchers, that both were regular interlocutors, having exchanged more than 2,000 messages.

Both, according to the MP, were orchestrated to defraud the competitive nature of the event by hiring the company that was supposed to, in short, provide the vehicle removal service through trailers, operation and handling of warehouses supported by automated systems.

Isaías says, in one of the conversations, that the announcement of the trailer was scheduled for April 10. But Rafael Alves received the document from Isaías almost 15 days before:

“Despite the previous message indicating that the tender announcement would only be published on April 10, 2018, Rafael Alves received said document from Isaías Zavarise on March 27, 2018, almost 15 days before any other event.”

The exchange of messages between the two, according to the MP, indicates that they were making changes to the public notice. For the researchers, the intention was to take over the management of the business.

According to the investigations, there were exchanges of messages about the hiring of the Assim Saúde group by Previ-Rio.

According to the researchers, the R $ 210 million contract for the provision of health plans to municipal employees for one year was extended for another two years starting in January 2019.

The MP reports in the documents that the counterpart of the millionaire contract was the monthly payment of bribes estimated at R $ 1.5 million for the criminal organization.

For the investigators, there are serious indications of illicit acts in the hiring process and concrete evidence that there was a distribution of the bribe.

The MP also highlights the participation of other characters in the group’s organization chart. One of them is Senator Eduardo Lopes.

According to the deputy, Eduardo Lopes has consolidated ties with Mayor Marcelo Crivella. The political trajectories of Crivella and Eduardo Lopes are linked. Every time the mayor left office, Eduardo Lopes took his place.

So it was in the Ministry of Fisheries and the Senate. Crivella and Eduardo Lopes are authorized bishops of the Universal Church of the Kingdom of God.
