On Thursday, the blockades began on the sidewalk of Campo Grande, in the West Zone of Rio. This Friday it will be Bangu’s turn, which will have closed non-essential commerce and accesses monitored by municipal guards. Then the measures should extend to Realengo, Santa Cruz and even neighborhoods in the Southern Zone, Mayor Marcelo Crivella said Thursday. In Niterói, last night, the city council approved the closure of the city between May 11 and 15, and the deadline could be extended. It will be prohibited to circulate in the streets, squares and beaches. Failure to comply will result in a fine of R $ 180, which can be doubled in case of recidivism.
In the Rio municipality, the measure is still restricted to neighborhoods.
– What dictates the rule for closure is Big Data mapping, in which we receive information from both cell phone antennas, satellites and disk clumps. And all this gives us information about the number of pedestrians. There are still crowding points in Bangu, ”said the secretary of public order, Gutemberg Fonseca, in an interview with TV Globo.
The decision to enclose five accesses to the neighborhood with bars and to place the agents of the Municipal Guard 24 hours a day in some streets of Campo Grande is due to the lack of respect by the population for the recommendations of social isolation and the overload of the municipality health during the pandemic.
– In several neighborhoods in the Western Zone, people insist (on going outside) at this time of pandemic. (…) Let’s start by occupying territories. We start with Campo Grande, then Bangu, then Realengo and Santa Cruz. We travel throughout the west zone. And that doesn’t mean we will be alone here. With the agglomeration data, we go to all the neighborhoods of the city. We will have full monitoring of clients who cross barriers to use essential trades. Once he does not comply, we will return and ask him to leave, the secretary said, citing Copacabana, which concentrates the largest number of cases and deaths in the municipality.
Crivella had been announcing that he would take tough measures when the population did not respect social isolation:
– It is an extreme measure, but necessary. For this reason, we ask the people of the West Zone to please avoid the crowds and also avoid the street vendors and these kiosks that are open and end up helping many people, he said yesterday morning.
Death record
According to the bulletin released by the State Department of Health on Thursday, Rio had a new record of confirmed cases and deaths within 24 hours. 189 deaths were recorded. It is the first time that more than 100 deaths have been recorded in a day in the state. The previous record was from the previous day, when 82 deaths were recorded.
In total, the state has accumulated 1,394 people killed with coronavirus and 14,156 confirmed cases since the start of the pandemic. There are still 570 deaths under investigation.
The sad record was also reached in the capital, where 155 coronavirus deaths were confirmed in the last 24 hours, three times more than the previous peak, which was 51 deaths. In total, the capital has already registered 9,051 infected people and 919 deaths. Copacabana was once again the neighborhood with the most victims, surpassing Campo Grande, in the West Zone. In the Zona Sul district, 18 deaths were recorded in the last 24 hours. The neighborhoods with the most deaths are Copacabana (57), Campo Grande (48), Bangu (45), Realengo (31) and Tijuca (29).
Witzel: the decision will be left to the mayors
Governor Wilson Witzel said the decision to close will be up to each mayor. And that the state will contribute with the support of the military and civil police for the inspection of the municipalities that adhere to the measure.
– The state government has already taken all measures for social isolation – he said, adding that he has already made the police available to the municipalities of Río, Niterói, Belford Roxo, Nova Iguaçu and Duque de Caxias.
In the punctual closure in the West Zone of Rio, the employees of essential services, such as supermarkets, banks, pharmacies and stores of construction materials, will be able to circulate as long as they present the work badge.
Regarding the presence and possible retaliation of the militia to merchants who close shops in the West Zone, Gutemberg Fonseca declared that “the militia is also a citizen” and dies with the disease:
– It is natural that we have the participation of the Prime Minister (in these actions). Whenever we have interference (from the military), the state will act with us. Now the militia is also a citizen. The militia, whatever it is, also dies from the disease. Regardless of who it is, we are talking about lives.
The city reported that tables, chairs, and products from establishments that do not comply with the determination are being confiscated. The sale of drinks and food for immediate consumption on the spot is also prohibited. In addition to penalties, trade that breaks the rules can be banned and even lose your license.
Understand what blocking is
The block consists of “total confinement”. Unlike social isolation, which is a recommendation, and quarantine, the blockade prevents or restricts the operation of services, commerce and industries to the extreme to prevent the movement of people.
The measure limits individual rights, with predetermined days and times of movement and ownership (operation of bars and restaurants, for example). This includes essential services, which would also have to comply with some prohibitions, such as queues and office hours.
– A day would be established in which people could go out and a possible rotation, as in Peru, which alternated days for men and women to go out, and during the weekends everything at home. All non-essential establishments would be closed and only markets, bakeries, pharmacies and funeral homes would function, explains lawyer Manoel Peixinho, a specialist in administrative law.
States would have the power to fine and arrest in case of disobedience.
