PGR requests investigation to investigate conduct of Pazuello in Manaus crisis

The Attorney General of the Republic, Augusto Aras, today requested the STF (Supreme Federal Court) to open an investigation to investigate the conduct of the Minister of Health, General Eduardo Pazuello, regarding the collapse of public health in Manaus (AM), who is experiencing an unprecedented crisis after an increase in the number of covid-19 cases.

The request to the STF cites the document “Partial report of actions – January 6 to 16, 2021”, in which the minister reports that his portfolio became aware of the lack of oxygen on the 8th, through the White Martins company, supplier of the product. The Ministry of Health began delivering oxygen only on January 12, according to the information provided.

This means that the Jair Bolsonaro government’s Ministry of Health had a few days to act and prevent the collapse in the oxygen supply in Manaus, but took measures of little scope given the magnitude of the crisis.

“Considering that the possible opportunity in the action of the accused, who had a legal duty and the possibility of acting to mitigate the results, may characterize an omission subject to civil, administrative and / or criminal liability, it is necessary to deepen the investigations in order to obtain robust information elements to trigger any legal action, “said Aras, in the document.

At the beginning of the week, the PGR (Attorney General’s Office) had already requested the Ministry of Health to open an epidemiological and sanitary survey, with the aim of investigating the causes and responsibilities of the crisis in the health system in Manaus.

Aras’s request was sent to the Minister of Health, Eduardo Pazuello, and determined the clarification of the causes of the collapse that generated “a state of local and national concern for the lack of basic health supplies.” Manaus hospitals were left without oxygen to care for patients with covid-19.

Before that, Aras determined an investigation of a possible omission on the part of the state and municipal governments – within the scope of the STJ (Superior Court of Justice) – and requested information from the Ministry of Health on compliance with the measures under its jurisdiction in the context of the public health crisis in Amazonas.

Unprecedented crisis

With the new large outbreak of Sars-CoV-2 coronavirus cases, the demand for hospital oxygen in public health facilities in Manaus exceeded the average daily consumption by more than eleven times last week, aggravating the situation in hospitals, mainly in those where patients with the disease are treated.

According to the newspaper “Folha de S.Paulo”, the companies have increased production to the limit and are looking for solutions to import the input. White Martins, the main supplier of oxygen to the government of Amazonas, reported that it is acting to make the importation of the product from Venezuela viable to supply demand.

Together with President Jair Bolsonaro (without a party), Health Minister Eduardo Pazuello admitted that Manaus is experiencing a collapse in medical care and said that six planes will carry oxygen.

“The oxygen demand in the capital has multiplied by six, so we are already there with 75 thousand cubic meters of air demand in the capital and 15 thousand cubic meters in the interior. We are already with the second plane that enters the circuit today, the C-130 Hércules, making the Guarulhos – Manaus displacement, and as of tomorrow two more will enter and we will arrive at six planes, totaling around 30 thousand cubic meters per day, from Guarulhos “Said the then minister.

Given the severity, the Venezuelan government made oxygen available to care for hospitals in the state of Amazonas, which is experiencing an unprecedented crisis after an increase in the number of covid-19 cases.
