Paraná defines “Prohibition Law” and vetoes events with more than 10 people

After the “curfew”, the Paraná government expanded restrictive measures to prevent the spread of the new coronavirus. Decree 6294/2020, issued last Thursday (3), prohibits “social gatherings and face-to-face events that cause agglomerations with groups of more than 10 people, excluding those under 14 years of age.” Events that do not involve physical contact between people, such as drive-ins, are free. The decree is valid for 15 days, renewable or not.

The text signed by Governor Carlos Massa Ratinho Junior (PSD) also prohibits, on public roads and spaces, the sale and consumption of alcoholic beverages from 11 pm to 5 am. The “Dry Law” accompanies the “curfew”, already in force since Wednesday (2). The “curfew” defined by Decree 6284/2020 prohibits the movement of people in public spaces also in that period, from 11 a.m. to 5 a.m. (only circulation for essential services and activities is allowed).

The decree of this Thursday (3) also recovers two resolutions of the Secretary of State for Health. Number 734/2020, which authorizes the celebration of religious services provided that the space for the public has a maximum occupancy of 30%, guaranteed a minimum free space of 2 meters between people. The measure begins to take effect on Monday (7) to, according to the state government, “give the churches time to organize.”

Another measure adopted is resolution 632/2020, which deals with teleworking. The decree establishes that the “Ministry of the Interior” is adopted in the state public administration for compatible functions. The exceptions are the departments of Health, Public Safety and Finance. There is also guidance for the other Powers, as well as municipalities and the private sector, to also adopt teleworking, where possible.

Each municipality will now draft its own decree, taking into account local particularities.

“These measures are fundamental. Of course, the virus does not have a schedule, but about 15% of our ICU beds are used as a result of trauma. In many cases by people who drink, get in the car and end up in an accident. This frees up beds to fight the coronavirus, to help the infected, ”Governor Ratinho Junior told the State News Agency, a communication agency of the Paraná government.

Since the beginning of the pandemic, in March, until now, Paraná has registered 291,244 cases of infection by the new coronavirus and 6,259 deaths from Covid-19. In the decree of this Thursday (3), the state government justifies that the measures were taken because “the virus reproduction rate is above the average for the capacity of exclusive ICU beds for Covid-19”.
