Paes opens investigations on Crivella and suspends competitions on his first day as mayor; see decrees | Rio de Janeiro

Paes took office at 12:27 pm in a ceremony at the City Hall together with the deputy mayor, Nilton Caldeira (PL).

The mayor determined the creation of a Preliminary Investigation Commission to investigate possible irregularities in the Rio City Council in the “Tip Headquarters”, an episode that led Crivella to prison and dismissal. The new mayor gave 30 days to present a report.

The investigation of the Public Ministry of Rio de Janeiro (MPRJ) on the “HQ” points to the existence of a scheme in which entrepreneurs paid to have access to contracts and receive amounts owed by the municipal administration.

Another Preliminary Investigation Commission instituted by Paes along the same lines will investigate whether there was an irregularity, within the City Council, with the “Guardians of Crivella”, groups of advisers paid to attack journalists at the doors of hospitals, in order to hinder complaints with health complaints. .

Paes -who worked in the Operations Center even before the end of 2020, at the end of the year- also ordered investigations into the works and contracts of the Riocentro Campaign Hospital and on medicines supposedly not used in health.

The new mayor, together with the Secretary of Finance, Pedro Paulo, also created working groups to evaluate the social security situation in Rio and the possibility for the municipality to carry out a tax reform and a tax recovery plan.

Paes cut commissioned positions, public tenders suspended – with the exception of the health area – and prohibited public officials from using an official car to get to and from work. This restriction, however, does not apply to the mayor, his deputy and deputy mayors.

The mayor also ordered the Municipality’s Comptroller General to audit payroll and hiring without a tender.

In total, 44 decrees are linked to the Ministry of Finance and Planning. One determines that The expenses of the previous management will only be paid after the investigation. If the product or service was delivered and there are no legal problems, the debt will be recognized, according to the portfolio.

The exceptions are: personnel expenses, insured by PrevRio, amounts lower than R $ 10,000 and concessionaire expenses.

Also in the DO, the city announced the opening, still this month, of 343 rooms to Covid-19. There will be 193 beds in the public network. In addition, the Municipal Health Secretariat (SMS) will publish a call for 150 vacancies in the private network, when the municipality pays for hospitalizations.

Information on occupation and availability will be released to the population, as determined by Paes in a decree.

In another decree, Paes creates a 100-day government plan, in which he intends:

• review the law that increased the property tax;
• prepare family clinics for the vaccination campaign against Covid-19;
• throw away Municipal Guard at all BRT stations;
• present the planning of the completion of BRT Transbrasil works.
