The Government of Rio de Janeiro authorized the holding of a new PC RJ tender. On Thursday 5 a new guarantee to cover vacancies was published in the Official State Gazette.

Opportunities will be opened to attend the necropsy (fundamental level), the necropsy technician (middle level), the investigator (middle level so far), the inspector (higher level).

In addition to a forensic expert (higher level), a criminal expert (higher level) and a delegate (higher level in law). The remuneration reaches R $ 18 thousand.

As much as the endorsement does not provide the amount of opportunities for the PC RJ contest, the state government reported on Wednesday 4 that 864 vacancies will be filled by 2022. See the division:

• Researcher: 118 vacancies;
• Inspector: 597 vacancies.
• Forensic expert: 54 vacancies;

Initially, according to the government, 73 approved candidates will be summoned to the positions. The remaining candidates will be summoned according to the period of validity of the selection, as new vacancies arise in the corporation.

The state government also announced that the PC RJ contest should be carried out in the first half of 2021. This deadline had already been proposed to Folha Directed by the Rio Civil Police Secretary, Allan Turnowski, in a press conference in early October.

The interim governor of Rio, Cláudio Castro stressed that the opening of the contest is possible thanks to the control of expenses. “We are investing the money of the population in what is important,” he said.

Secretary Allan Turnowski said the corporation needs dedicated people.

“Working in the Civil Police encompasses many things, and investigation is our essence. The structure that the state government has been creating for the police to function generates tranquility in the population, ”he said.

After authorization, the next step for the PC RJ competition is the choice of the position organization. The Civil Police must contract an institution to receive the applications and apply the selection steps, as objective evidence.

The PC RJ contest had already been authorized in the management of Witzel

In mid-2019, then-Governor Wilson Witzel issued an authorization to fill 864 vacancies in the Civil Police. Following this endorsement, the corporation began preparing for public notices.

In February 2020, the Acesso Institute was announced as the organizing committee of delegates.

The AOCP Institute was announced as responsible for receiving applications and applying the steps for the remaining six authorized positions. The Coronavirus pandemic, however, ended up postponing the plans.

With the new guarantee for the contest, there is no information yet on whether the organizing boards will be maintained. Since, based on the new number of vacancies, the terms of reference of the selection must be updated.

PC RJ competition: vacancies must be filled before 2022

To remain in the Tax Recovery Regime and balance public accounts, the State of Rio de Janeiro blocked thousands of vacant positions that would be filled by those approved in competitions.

In this contingency are the 864 vacancies initially authorized by Witzel for the Civil Police. In this way, the corporation will only be able to bid for the positions that were left vacant after this blockade.

According to Secretary Allan Turnowski, the corporation already has open positions. As reported by the state government, 73 approved candidates will be invited to the PC RJ contest.

The remaining candidates will be called during the selection period, as new vacancies arise. It is estimated that, by 2022, 864 new civilian police will be incorporated.

The PC RJ researcher requirement is under discussion in Alerj

The education of researchers, required in the PC RJ contest, is being discussed in the State Legislative Assembly (Alerj). The Executive Power sent bill 3,278 / 2020, which provides for a change in the requirement of the middle-level position to a higher level.

The vote on the project was scheduled for Wednesday 4 in Alerj. However, the parliamentarians tabled 12 amendments to the text. For this reason, the discussion on the PL had to return to the committees.

A new vote is expected to take place on November 10. As this project has not yet been approved, if the call for the PC RJ competition is published in advance, the researcher requirement will be medium level.

This is because this is the current requirement of the position, according to the law. Governor Cláudio Castro explained that raising a researcher’s education incorporates an improvement in the quality of the service provided.

“Providing direct benefits to society, based on the constitutional principle of efficiency and with the objective of achieving a common good for which the State is destined, a fact closely linked to its reason for existing,” he said.
