Rates
Owners of gasoline and biofuel vehicles will charge 4% of the market value.
Used vehicles that exclusively use alcohol, electricity or gas, even if they are combined with each other, are kept at the rate of 3%.
New vehicles with the same fuel specifications on the invoice, purchased after 1/15/21 will have a rate of 4%, according to Law 17.293 / 2020.
Double cab vans pay 4%. Single cabin services, buses, minibuses, motorcycles, scooters, quadricycles and the like charge 2% of the market value.
Trucks pay 1.5%.
How to get a discount on IPVA 2021
Taxpayers can pay the tax in a single installment in January, with a 3% discount, or in three installments, depending on the end of the plate. The first payment must be made in January and the other two installments in February and March. It is also possible to pay the tax in February in full, without a discount. Trucks also have the option of paying in three installments, due in March, June and September.
In São Paulo, IPVA is a condition for the annual vehicle license to be authorized, starting the first payment in January and the other two installments in the months of February and March.

What happens if I delay paying the IPVA?
Those who do not collect the tax are sanctioned with a fine of 0.33% per day of arrears and default interest based on the Selic rate. After 60 days, the percentage of the fine is set at 20%.
If the default is maintained, the fine increases by 40% on the amount of the tax, in addition to the inclusion of the owner’s name in the State Cadin, preventing him from taking advantage of any credit from the Paulista Fiscal Note. In addition, the debtor can be charged before a protest from the State Attorney General.
After the period for granting licenses, described in the previous calendar, those who are in arrears will not be able to make the payment. As a consequence, the vehicle can be apprehended, with a fine and seven points in the CNH (National Driving License).
Where does the IPVA money go?
The Department of Finance expects to collect R $ 16.9 billion from the IPVA in 2020. Of the total, excluding constitutional allocations, the amount is distributed 50% to municipalities that register vehicles and the other 50% goes to the State. The resources are invested by the state government in infrastructure works and improvement in the provision of public services, such as health and education.
