Torres delivered the statement to journalists after a meeting with São Paulo Governor João Doria (PSDB).
Hours earlier on Wednesday, President Jair Bolsonaro dismissed the Minister of Health, Eduardo Pazuello, who the day before had announced a negotiation to acquire 46 million doses of the vaccine produced by the Butantan Institute in alliance with the Chinese laboratory Sinovac.
Instituto Butantan is controlled by the government of São Paulo, whose governor, João Dória, is a political opponent of President Jair Bolsonaro.
Hours after Bolsonaro’s statements, the executive secretary of the Ministry of Health, Elcio Franco, said that “there is no intention to buy Chinese vaccines” and that the protocol of intentions signed with the Butantan Institute is not “binding.”
In addition, the Ministry of Health withdrew and reissued with alterations a press release that spoke of the acquisition of 46 million doses of CoronaVac.
President Jair Bolsonaro’s decision to cancel the Health Ministry’s agreement with the Butantan Institute was criticized by governors of other states, who would also benefit from the vaccines, if the effectiveness were proven and the doses were actually purchased by the federal government.
“This process [de análise e liberação de vacinas pela Anvisa] does not suffer any alteration, influence or action of any situation other than science and adherence to good technique. Therefore, there is no external influence in this regard, ”Barra Torres told reporters.
The CEO of Anvisa also said that, for the agency, “it does not matter where the vaccine comes from”, denying that the vaccine of Chinese origin could suffer losses in the analysis.
“Anvisa does not participate in government purchases, medicines or supplies, and health policies are the responsibility of the Ministry of Health,” he said. “Our duty is to give the answer that the product is or is not safe and effective,” he added.
Vaccine release date
Barra said there is still no pre-defined date to grant registration to any of the four vaccines under development in the country.
According to him, no application for registration has been made to the agency, but when this happens, it will be analyzed in “the shortest and best time.”
“There is no pre-defined date for the completion of the studies or for the provision of registration for any of the four vaccines that are currently being reviewed at the agency,” he said.
The executive president of Anvisa said he understood the “anguish” and the “rush” to get vaccinated, but that the entire protocol would be followed without getting hurt.
“We have said, from the beginning, that we will use the best and shortest time, but we have no intention of identifying a date,” he said.
Barra Torres’ meeting with Doria was held at the request of the governor of SP. In the words of the governor, it was a “courtesy visit” and there was no request to register the vaccine.
The director of the Butantan Institute, Dimas Covas, and the Secretary of Health of São Paulo, Jean Gorinchteyn, as well as some parliamentarians also attended the meeting.
