The ceremony was attended by some officials, including the president of the National Congress, Senator Davi Alcolumbre (DEM-AP), and the ministers Braga Netto (Civil House), Paulo Guedes (Economy), Luiz Eduardo Ramos (Government Secretariat), Fernando Azevedo e Silva (Defense), Fábio Faria (Communications), Milton Ribeiro (Education) and Tarcísio Gomes de Freitas (Infrastructure).

Army General Eduardo Pazuello is the third Minister of Health in the current government. Before him, doctors Luiz Henrique Mandetta (January-2019 / April-2020) and Nelson Teich (April to May / 2020) held the position.

Both Mandetta and Teich left the Ministry of Health after disagreements with Bolsonaro on the use of chloroquine in the treatment of Covid-19 and on measures of social distance (click on the name of the former minister to remember the layoffs).

Nelson Teich resigned on May 15 and, since then, Pazuello, then executive secretary, began to lead the portfolio and define the strategies to face the new coronavirus pandemic.

Eduardo Pazuello is 56 years old and was born in Rio de Janeiro. He is a military man of the Intendencia weapon, formed in 1984 at the Agulhas Negras Military Academy (RJ), where he also studied President Jair Bolsonaro.

Among the missions carried out in the Army, Pazuello was the logistical coordinator of troops at the Olympic and Paralympic Games in Rio de Janeiro in 2016.

He also coordinated Operation Welcome, to serve Venezuelan immigrants, on the border of Roraima with the country governed by Nicolás Maduro.

At the head of the Ministry of Health, Pazuello appointed several soldiers to his team; prepared, in response to Bolsonaro’s demands, a protocol on the use of chloroquine in mild cases of Covid-19; and it generated controversy by changing the way in which cases of the disease were disclosed.

The minister was also asked about the distribution criteria and about the incomplete application of funds for Covid-19. He was also criticized for failing to heed warnings about drug shortages and overstocks for chloroquine, a drug whose efficacy against the coronavirus has not been proven.
