The Minister of Economy, Paulo Guedes, said on Friday (16) that if he does not find fiscal space to carry out the new social program called Renta Ciudadana, the government will continue with Bolsa Família.
According to the minister, for its creation, the new program must obey the spending ceiling rule, which prevents spending from growing by a percentage above the previous year’s inflation.
“If we do not find fiscal space to make a better program, we will return to Bolsa Família. It is better to return to Bolsa Família than to promote an irresponsible program ”, he said during a virtual event of an investment company.

In March, the beneficiaries of Bolsa Família migrated to emergency aid, which began to pay more than the Bolsa Família benefit.
In English, the minister reiterated that there are no plans to extend emergency aid beyond 2020.
In September, the government issued a provisional measure that extended the payment of emergency aid until December. The value of the last four installments, however, fell from R $ 600 to R $ 300.

Guedes once again defended the unification of 27 existing social programs into one and said that it is possible to give a financial boost to the new program if privileges of the richest are cut, such as deducting expenses with education and health in income tax.
Tax on digital transactions
During the event, the minister stated that he did not give up proposing the creation of a tax on digital transactions. He has defended the new tax as an alternative to ease payroll.
The new tax, however, receives much criticism and is considered a new CPMF, which is charged on financial transactions.
According to the minister, a bad tax, a “shit tax”, is better than taxing work.
“We are subsidizing capital and taxing labor. It is unacceptable. So until people find a better solution, I prefer the second best, which is this shit tax,” he said.
