RÍO – The city of Rio established a scheme at the doors of hospitals to prevent complaints and grievances. Employees are paid to guard the door of municipal health units, to shame and threaten journalists and citizens who report problems. The information is from RJ2, from TV Globo.

The report also reveals that bullies are coordinated by groups on WhatsApp, through which there is strict control of scale and time, entitled to a “point” through a selfie in the workplace. Among the participants of one of the groups, a telephone attracts attention. The number seems to be registered by the mayor himself, Marcelo Crivella.
– The mayor, accompanies the reports in the group and sometimes writes: “Congratulations! That’s it!” – Said one of the participants to TV Globo.
According to the report, employees are instructed to alter the reports, by directly intimidating the taxpayer making the report and the journalism team. TV Globo narrates three occasions in which there were “invasions” and the coverage had to be stopped.
In one of the situations, after the confusion, the aggressor put on a badge and entered the health unit. This Monday, the reporter Paulo Renato Soares was interviewed at the door of the Salgado Filho Hospital, in Méier. At the first sign that health management could be criticized, the interviewee was interrupted.
Guardians
On WhatsApp, one of the groups that brings together employees paid with taxpayer money to try to prevent the population from granting interviews is called “Guardians of the Crivella.” RJ2 had access to the conversations of this and two other groups. One identified as GBP Special Adviser – the mayor’s office – and the other as Duty. In two of these groups, the report found two men who intimidated the reporting teams:
- José Robério Vicente Adeliano was admitted to the City Council in November 2018, in a “special position”. The gross salary is R $ 3,229.
- Ricardo Barbosa de Miranda was hired by the city in June 2018, as an assistant 3 and a salary of R $ 3,422.
On the 27th, when another team was verbally assaulted in Rocha Faria, they were on the scale:
- Marcelo Dias Ferreira, since September 2018 in the mayor’s office with a special position and gross salary of R $ 2,788.
- Luiz Carlos Joaquim da Silva, Dentinho, hired in December 2019 with a gross salary of R $ 4,195, in a special position, it was he who intimidated the team.

According to one of the contractors, the tactic was adopted late last year and escalated during the pandemic.

Last Thursday, the guards were late. They did not see the TV Globo reporter go live, very early, which caused irritation and demand in the groups. Someone identified only as ML sends the photo of the report and writes: “Globo is in Rocha. Where is Rocha’s team? Mateus, call Rocha’s team.”
Mateus responds: “Yes, sir.”
ML, again, asks: “Who is in Rocha? Guys, very sad, we did not drop the material (…) There can be no lack or delay. We failed in Rocha Faria. Unacceptable.”
After the reprimand, in addition to the two climbers, a reinforcement arrived: another pair of aggressors.
They made it difficult to continue the report and celebrated:
“I think it is not live. I think they are doing material for later, but they tried to enter several times and there we interrupted all those times,” says one of them, in an audio sent in the group.
