The São Paulo government updated this Friday (11) the classification of the regions in the plan for the gradual reopening of economic activities during the coronavirus pandemic and announced the advance of two regions and no setbacks.
As a result, the entire state of São Paulo is for the first time in the yellow phase of the plan’s classification, which allows operating bars, restaurants, shops and other non-essential activities.
Franca and Ribeirão Preto were the only regions in the orange phase and they changed to yellow this Friday (11). Last Friday (4), the Ribeirão Preto region had been the only one to regress from the yellow phase to the orange phase, due to an increase in the number of cases and in the weekly variation of deaths.
For the regions to evolve to the green phase, where events, conventions and cultural activities with permanent public are allowed, a stability of 28 days in the yellow phase is necessary. For this reason, the state administration also announced on Friday (11) that changes to the São Paulo Plan for the evolution of the phase will occur once a month. The old rule allowed changes to be made every two weeks for the evolution of the phase.
“This new classification is equivalent to healthcare, with a reasonable and more stable economic activity and it also encourages the committee to monitor the indicators of the pandemic in the next 4 weeks, also to understand what the impact of the beds will be. Covid for other indicators of health system diseases, considering that today we have more than 2,000 intensive care beds reserved for covid in the state of São Paulo, this dimension will have to be expanded. Regression of a region to a more restricted phase of quarantine can occur at any time, however, only if the reclassification is for the red phase. In practice, the regions that worsen in the indices will not go backwards, unless the worsening is so great that it takes the numbers to the red stage.
“If there is a significant worsening of the indicators, we will maintain the rule of immediate degradation to the red phase in any region of the state. The classification of all the regions in the yellow phase of the São Paulo Plan this Friday, occurred even after the registration of agglomerations during the long national holiday of September 7.

The change changes the logic of the plan, since two of the main criteria of the São Paulo Plan were the variation in new hospitalizations, compared to the previous week, and the variation in new confirmed deaths, compared to the previous week.
Main changes in the classification criteria of the São Paulo Plan:
- The maximum occupancy rate of the UCI for a region to go from the orange phase to the yellow phase went from 70% to 75%.

Reopening of sectors of the economy:
- Red phase: only essential services are allowed to function.
- Orange phase: Real estate agents, dealers, offices, shops and shopping centers can also reopen, but with restrictions.
- Yellow phase: Beauty salons, bars, restaurants, gyms, parks and cultural activities with a seated public can also reopen, but with restrictions.
- Green phase: Events, conventions and cultural activities with standing public can also be reopened, which can happen again when there is a four-week stability of the state of São Paulo in the green phase (4), also with restrictions.
‘Puerto Madero’ on the Pinheiros river
This Friday (4), João Doria (PSDB) announced that the government of São Paulo has taken one more step to implement the “Puerto Madero” of São Paulo as a leisure area for the population. The project was announced by the governor last year, when he said it was inspired by the Argentine neighborhood that has a port on the banks of the Río de la Plata. The place, full of bars and restaurants, has become a tourist spot in Buenos Aires, and Doria wants the same thing next to the Pinheiros River, near the Ary Torres Bridge, in the South Zone of the capital.
