The Federal Government sent the Annual budget proposal 2021 to the National Congress. The document 53,111 jobs in contests public for next year. Of the total vacancies in the document, 50,946 are for provision and 2,165 for creation.
It should be mentioned that the number of vacancies is not an authorization, but a budget forecast. The document, which provides for the annual income and expenses of the Union, will be analyzed by the Senate and the Chamber of Deputies. Therefore, the final text can still undergo changes.
In any case, the text is an indication that the government intends to open new public tenders in 2021.
The number of places in Annex V provides for the creation of 2,165 places. Of this total, there are 1,154 in the Judiciary. There are also 1,011 vacancies in the Federal Public Defender’s Office (DPU).
For provision, the number is higher. Most of the 50,946 estimated vacancies are in the Executive Branch. In total, 48,272 vacancies are expected for the sector.

Budget vacancy distribution 2021
According to the text of the 2021 annual budget proposal, 140 vacancies are foreseen in the Legislative Branch, all of which are being filled. Opportunities are foreseen in the Court of Accounts (30), the Federal Senate (40) and the Chamber of Deputies (70).
Of these bodies, the Senate has the closest contest.
The Chamber should announce the name of the organizing board of its next event in the next few days. There is already a consensus around the bank to hire.
Cebraspe (formerly Cespe / UnB) is the bank listed to organize the next Senate race. The press office has not yet officially confirmed the information.
The 2020 Federal Senate contest was authorized for the following positions:
Legislative Technician, Level II, standard 21, in the specialty Law enforcement officer, with schooling requirement of medium level: 24 (twenty-four) vacancies;
lawyer, Level III, standard 41, in the specialty Advocacy, with a schooling requirement of Upper level: 4 (four) seats;
Legislative analyst, Level III, rule 36, in the specialty Administration, with a schooling requirement of Upper level: 2 (two) vacancies;
Legislative analyst, Level III, rule 36, in the specialty archive science, with a schooling requirement of Upper level: 1 (one) vacancy;
Legislative analyst, Level III, rule 36, in the specialty Social care, with a schooling requirement of Upper level: 1 (one) vacancy;
Legislative analyst, Level III, rule 36, in the specialty Accounting, with a schooling requirement of Upper level: 1 (one) vacancy;

The estimate is that the Senate contest to receive 67 thousand registered, distributed as follows:
- 48 thousand for legislative police;
- 13,500 for legislative analyst; and
- 5,500 for a lawyer.
For the TCU contest, preparations are going at a slower pace. There are 30 vacancies for the agency.
The Federal Court of Accounts expects to open a new public tender announcement (TCU 2020 Contest) at any time. The agency is already authorized to publish a new notice, as authorized in March in the Official Gazette of the Federation.
According to internal sources at the agency, the announcement is now ready to be published. Cebraspe is the one named to organize the contest. The budget foresees 30 vacancies, but the competition foresees 20 vacancies.
At the beginning of March, the president of the Federal Court of Accounts, José Mucio Monteiro, announced, during a plenary session, that the Serzedello Corrêa Institute was the institution authorized to carry out TCU public tender. The information was also disclosed on TCU’s website.
To apply for one of the vacancies, candidates must have a university degree in any area of training. Salaries can reach R $ 17,371.38.
The salary includes base salary, performance bonus, food allowance (R $ 1,011.04) and transportation allowance (R $ 1,249.61). The amount of the performance bonus is R $ 8,475.69 for auditors.
In addition, public servants will have other benefits, such as preschool assistance, for the value of R $ 791.58, medical assistance, for R $ 334.51, and periodic exams, for R $ 135.96.
Although the call for tenders has not yet been published, the deficit of officials increases. According to the Transparency Portal of the Federal Court of Accounts (TCU), the agency currently has 432 vacant positions. The data is for the month of October 2019.
Of the number of vacancies, 194 are auditors and 238 are for technicians, according to distribution: External Control Technician (68), Administrative Technician (138), Operational Technician (27), Information Technology Technician – Computer Science (02), Technician in Nursing (03), External Control Auditor (178), Nursing Auditor (01), Information Technology Auditor (12) and Medicine Auditor (03).
Finally, 70 seats are foreseen for the Chamber of Deputies. Awaited since 2014, the tender has not yet been published. In 2018, according to the Portal de la Casa da Transparência, the deficit registered was 656 civil servants, with 453 legislative technicians and 203 analysts.
The greatest deficit is in the position of Administrative Assistant, with 411 vacancies.
