The polling places will be open from 7 am to 5 pm, the first three hours being the preferred ones for people over 60 years old. Time is preferred, not exclusive.

Biometrics have been suspended to avoid contact with shared surfaces and objects.

See below the main rules of conduct announced on voting days:

• Mandatory use of protective masks;
• Use of alcohol gel, available in the section, to wash your hands before and after voting;
• Bring your own pen (but if you forget, there will be extra, sanitized pens in the sections);
• Minimum distance of one meter from the rest of the voters and pollsters.

• Use of protective masks to change every four hours (three masks will be provided for each table);
• Use of plastic visors (face shields), which will be provided by the TSE;
• Alcohol gel for individual use and hygiene standards;
• 70% alcohol to clean surfaces;
• Minimum distance of one meter from voters and other voters.

The TSE also developed a step-by-step for the voter:

• Enter the voting station and stand in front of the table;
• Show your official photo document to the voting station;
• After the secretary reads your name aloud, confirm that it is you;
• Save the document;
• Wash your hands with alcohol gel;
• Sign the voting book;
• If you need proof of vote, ask at the voting table;
• When the ballot box is released, go to the voting booth;
• Enter the numbers of the candidates;
• Upon departure, wash your hands again with the alcohol gel.

Another new recommendation, motivated by the pandemic, refers to voters with symptoms or confirmed status of Covid-19. According to the TSE, Anyone with a fever on voting day or diagnosed with the virus within 14 days should not participate in the election..

In this case, the recommendation is that the voter justify the absence, at another time, and report that he stopped voting for health reasons.

If the person with a fever or diagnosis is a member of the board, they must notify the polling place so that there is a replacement on the scale.

The TSE decided not to adopt the temperature measurement in the voting places, to avoid crowds and because of the cost-benefit of the measure. The court does not recommend the use of gloves, but the constant cleaning of hands.

Changes in justification

On the day of voting, the voter who is outside the electoral domicile must justify by cell phone, using the e-Title application, using the location service.

Exceptionally, those who do not have a cell phone can go to an electoral college to justify it.

Within 60 days after the election, it is also possible to justify the absence without paying a fine by presenting the supporting documents.

According to the TSE, the voting station can ask the voter to quickly lower the mask to facilitate identification. Outside of these hours, the correct use of the equipment is mandatory while the voter is on site.

Pollster-voter contact will also be minimized to avoid the risk of contagion. In 2020, the voter will only have to show the identification document at the voting table, who will register without touching the paper.

Likewise, the ballot will be delivered only to those who expressly request it. Those who do not need the paper copy can issue the test later, through the e-Title application or through the TSE website.

The TSE received donations from 30 companies to reduce the cost of these protection elements in the electoral budget. In total, according to the court, were donated:

• 2.1 million vials of alcohol gel for surveyors;
• Approximately 2 million face shields for election officials;
• 1 million liters of alcohol gel for voters, who can drink theirs, if they prefer, and
• 9.72 million disposable masks.

Masks received will have priority for polling station and polling station officials. According to the court, a small amount can be distributed to voters, if there is a surplus, but it will not be up to the TSE to supply the equipment.

According to the TSE, more than 95,000 polling stations and more than 400,000 polling stations will be installed in this year’s municipal elections.

It is estimated that 2,072,976 pollsters will participate in the process, with 4 polls per section.

In total, there will be 147.8 million voters, averaging 435 voters per polling place. In the municipal elections, only the Federal District does not participate, the federal capital does not have a mayor or councilors.
