A donkey was suspended in a cart due to excess weight in the load it would carry, in the Salesianos neighborhood, in Juazeiro do Norte (CE). The unusual event, which occurred yesterday morning, was reported to the city’s environmental authorities as a situation of abuse.
The Secretary of Public Security of the State reported that the Civil Police of Ceará will analyze the possibility of initiating an investigation to investigate the case.
The owner of the animal came to his residence shortly after the episode. The man, whose name has not been released, told the Environmental Police Battalion that the incident occurred because a piece of the wagon’s harness had exploded. When examining the quadruped, the organ’s agents found that he showed no signs of abuse.
“The physical condition of the animal was evaluated and no signs of aggression were found, since the animal was not in a situation of malnutrition, so it appeared to be in good health,” the city of Juazeiro said in a note sent to the Twitter.
“The team preventively instructed the owner not to walk with excess weight on the animal, because if it looked that way, it could characterize the illicit treatment,” the statement added. Also in a note, the Secretary of Security confirmed that the animal did not show signs of aggression.
“Representatives of animal defense organizations in the region were also at the scene. A police report (BO) was registered with the Regional Police of Juazeiro do Norte, which is investigating the case. The city government will register all the workers of this branch, which will assist in inspections, “he said in the statement.
According to Law No. 9.605 / 1998, on environmental crimes, cases of abuse can result in detention from three months to a year, in addition to a fine. The penalty can be increased from one sixth to one third if the animal dies. However, it is unlikely that the person responsible will be arrested. Offenses with sentences of up to two years are considered to have less offensive potential and the sentence is generally converted to service.
Law for dogs and cats
Last month, President Jair Bolsonaro (no party) promulgated a bill that increases penalties for animal abuse, but the text only contemplates attacks against dogs and cats.
The article, written by Deputy Fred Costa (Patriota-MG), was approved by the Senate on September 9. According to the proposal, the practice of mistreatment, mistreatment, injury or mutilation to dogs and cats will be sanctioned with a prison sentence of two to five years, in addition to a fine and prohibition of custody.
