- With the pandemic and the privatization plan stalled, government auctions are now promising for 2021 and 2022
The text of Decree 10,530, signed by President Jair Bolsonaro and Minister Paulo Guedes, establishes that “The promotion policy of the primary health care sector “is” qualified “to participate in the PPI. According to the decree, the studies on UBS must evaluate “alternatives of alliances with the private sector for the construction, modernization and operation of Basic Health Units in the States, the Federal District and the Municipalities.”
In addition, the decree says that the purpose of the studies will be “to structure pilot projects.”
In a note, the Ministry of Economy pointed out that “the main point of the project is to find solutions for the significant number of Basic Health Units that are unfinished or not operating in the country.”
In addition, the portfolio indicates that the PPI will work with the Ministry of Health and BNDES to define guidelines and select interested “municipalities or public consortia.”
“(…) it will be up to the PPI to coordinate efforts and assist in the interaction with other agents in the search to build business models, but the conduct of public policy will be carried out by the Ministry of Health,” says the Ministry of Health. Economy.
THE G1 contacted the Ministry of Health on the matter, but had received no comment until the most recent update of this report. Among other points, the ministry was asked about the deficit in relation to the UBS in the country, if there is any estimate of savings with the privatization of the units and what alliances the portfolio already maintains with the private sector.
The president of the council criticizes the measure
The president of the National Health Council (CNS), Fernando Pigatto, said that the decree will be evaluated by the Technical Chamber of Primary Care (CTAB), which must issue a formal opinion on the text and take the necessary legal measures.
“We need to strengthen the SUS against any kind of privatization and withdrawal of rights,” Pigatto said in a video on the CNS YouTube channel.
